Battle to profit from Commercial Yoga Reaches Courtroom

Not contented with making millions out of the popularity of Yoga, two Yoga teaching groups ‘Bikram Yoga’ and ‘Yoga to the People’, are now engaged in a court battle over the ownership of certain yoga postures.

“It is a shame that people should go to court for something that belongs to everyone”, commented Dr. Uma Mysorekar, a leading expert on Hindu religion who has been associated with Yoga teaching institutions for many decades. An executive of Hindu Temple in Queens, Mysorekar said, “Yoga is a spiritual science whose roots can be traced in the Hindu epic Mahabharat in which Lord Krishna prescribed the four forms of Yoga for his disciples.”

Many people including Dr. Mysorekar believe that postures of Yoga existed for centuries and have been practiced unrestricted by millions around the world.

According to court papers published on the website NYTimes.com, Bikram Choudhary, the millionaire founder of ‘Bikram Yoga’ filed a law suit in a California court against ‘Yoga to the People’ for copyright infringement. According to ‘Bikram Yoga’ website ‘Yogiraj Bikram Choudhary learned Yoga with the Bishnu Ghosh, the younger brother of Paramahansa Yogananda better known as the author of one of the most famous Yoga books of his time, “The Autobiography of a Yogi”. The website further claims, “Bikram is the most respected living Yoga Guru in the world. He devised the 26 postures sequence, which work irrespective of age groups. These 26 postures series have a profound healing power on your body and mind. Bikram has shown the light of healthy life to millions of people around the world.”

Now Bikram’s lawyers claim that he owns 26-posture sequence and the instructor’s dialogue.

It is not the first time that Choudhary has taken his competitors to court. The New York Times reported that Choudhury is in legal battle against two other studios for copyright infringement and he reached a monetary settlement with a Los Angeles studio in 2003.

According to writer Suketu Mehta the United States had issued 150 yoga-related copyrights. “In the United States alone, there have been more than 130 yoga-related patents, 150 copyrights and 2,300 trademarks”, Mehta wrote in an article published in the New York Times and called Mr. Choudhary’s legal actions “a gross violation of the tradition of yoga.”

Yoga, popularized by Indian Gurus, musicians and proponents of holistic healing, has developed in to a hundreds of billions dollars industry in the West. It continues to be equally popular in hospitals, educational institutions, health and tourist resorts as a low cost alternative healing practice around the world.

At popular public places in India and elsewhere Yoga is freely practiced without any cost involved. Thousands of practitioners regularly attend mass yoga sessions organized by the controversial Yoga Guru Baba Ramdeo. Recently, a free Yoga for everyone was organized by a group in New York City’s Times Square.

Attempts of US teachers to patent traditional postures caused disbelief and anger in India, where it has been practiced for around 6,000 years. A few years ago huge outcry erupted in India against ‘stealing of India’s traditional knowledge’. In an effort to stop the piracy of health and spiritual traditions, the Government of India set up a team of about 200 scientists to identify all ancient yoga positions or asanas and register each one to stop "patent piracy”. According to an Indian newspaper, The Daily Telegraph, 600 asanas have been added to India's Traditional Knowledge Digital Library developed by the Council of Scientific and Industrial Research. India's Traditional Knowledge Digital Library is being made available to patent offices throughout the world so they can establish whether the claim is a genuine innovation or "prior art" from Indian systems of medicine.

वाशिंगटन में भारतीय समाज का बोलबाला: कितना सच कितना झूठ ?

कैलिफोर्निया के कांग्रेसमैन एड रोयस कैपिटल हिल में भारत समर्थक जन प्रतिनिधियों के गुट, 'इंडिया कौकस' के उपाध्यक्ष हैं. ऐसे व्यक्ति का अमेरिकी कांग्रेस में होना भारत के लिए महत्वपूर्ण उपलब्धि है. भारत और भारतवंशियों के समर्थन में बने कांग्रेस के कॉकस का मुख्य उद्देश्य अमेरिका में बसे भारतीयों के हितों को कैपिटल हिल में व्यापक समर्थन दिलाना है. कॉकस की स्थापना सन १९९३ में न्यू जर्सी के डेमोक्रेट फ्रैंक पल़ोन ने की थी था जिसमे डेमोक्रेट और रिपब्लिकन दोनों दलों के प्रतिनिधि शामिल हैं. एक दशक पहले जब भारत द्वारा अणु बम परीक्षण के कारण अमेरिका ने व्यापारिक प्रतिबन्ध लगा दिया था तब उस प्रतिबन्ध को उठाने में एड रोयस ने महत्वपूर्ण भूमिका निभायी थी और २००६ में ऐतिहासिक आणविक सहयोग समझौता करने में भारत का पक्ष सफलता पूर्वक अमेरिकी कांग्रेस में पेश किया था. यही नहीं, २००८ में मुंबई पर आतंकवादी हमले के बाद उन्होंने कांग्रेस में प्रस्ताव पारित कराया कि पाकिस्तान को आतंकवाद से विमुख करने के लिए यदि अमेरिका द्वारा हर संभव प्रयास ना किये गए तो दक्षिण एशिया सहित पूरी दुनिया की सुरक्षा खतरे में पड़ जाएगी.

अमेरिकी कांग्रेस में भारत विशेषज्ञ माने जाने वाले रोयस का भारत समर्थन पी चिदंबरम के पाकिस्तान विरोध से ज्यादा मुखर है. इसीलिए पिछले दिनों जब अमेरिका के विभिन्न शहरों से भारतीय सामाजिक संस्थाओं का प्रतिनिधिमंडल कैपिटल हिल पहुंचा तो उनके सामने एड रोयस नामक अमेरिकी जन प्रतिनिधि जोशीला भाषण करने के लिए खड़ा था. तालियाँ बजीं और रोयस के साथ फोटो खिचाने के लिए भारतीय डाक्टरों, होटल मालिकों और १५ अगस्त पर भव्य परेड आयोजित कराने वालों की ऐसी भीड़ लगी कि समारोह की कार्रवाई ठप्प पड़ गयी. अफ़सोस की बात यह थी कि शिकागो, न्यू यॉर्क, टेक्सास, और कैलिफोर्निया से आये वरिष्ठ भारतीयों को संबोधित करने के लिए वहां एड रोयस के सिवा अमेरिकी कांग्रेस का कोई और महत्वपूर्ण जन प्रतिनिधि उपस्थित नहीं था. भारत के राजदूत कहे जाने वाले ये भारतीय कैपिटल हिल के बैंक्वेट हॉल में जब समोसे खाने में जुटे थे उस समय उनका साथ देने के लिए एक भी कांग्रेसमैन उपस्थित नहीं था. एड रोयस भी जा चुके थे.

प्रति वर्ष अमेरिका में बसे लगभग भारतीय मूल के सफल और समृद्ध लोगों का दल राजधानी वाशिंगटन का दौरा करता है जिसके दौरान उनकी मुलाकात जन प्रतिनिधियों के अलावा व्हाईट हाउस के वरिष्ठ अधिकारियों के साथ होती है. कहा जाता है कि इस दौरे से अमेरिकी सरकार पर भारतीय हितों के समर्थन में अनुकूल वातावरण और दबदबा बनता है. उदाहरण के तौर पर बुश प्रशासन द्वारा नुक्लियर समझौते की बात कही जाती है. उन दिनों प्रमुख भारत वंशियों ने सांसदों के घर घर जाकर भारतीय पक्ष के समर्थन में माहौल बनाया था. वाशिंगटन के डाक्टर राजन आनंद ने इस तथ्य को भारतीय राजदूत निरुपमा राव के सामने उस समय प्रस्तुत किया जब कैपिटल हिल और व्हाईट हाउस में दिन भर कवायद करने के बाद भारतीय सामाजिक नेताओं के सम्मान में नव नियुक्त राजदूत ने भोज का आयोजन किया और विधिवत इस बात का जिक्र किया था कि भारत और अमेरिका के आपसी संबंधों को मजबूत बनाने में अमेरिका के भारत वंशियों ने महत्वपूर्ण भूमिका निभायी है. यानि कैपिटल हिल में जो काम भारत सरकार को करना चाहिए वह काफी हद तक यहाँ बसे भारतीय कर लेते हैं.

कैपिटल हिल के बाद भारतीयों के प्रतिनिधिमंडल का दूसरा पड़ाव था व्हाईट हाउस जहाँ उनसे मिलने के लिए ओबामा प्रशासन के युवा अधिकारियों को तैनात किया गया था. एक सौ भारतीयों को राष्ट्रपति के प्रशासनिक भवन तक जाने दिया गया जहाँ भारतीय मूल के युवा अधिकारी अपने भाषणों के जरिये अपनी प्रतिभा का परिचय देते दिखाई दे रहे थे. उनकी बातों से जाहिर हो रहा था कि समोसे खा कर सम्बन्ध बढाने की तकनीक पुरानी हो चुकी है. ओबामा के मुख्य टेक्नोलौजिकल अधिकारी अनीस चोपड़ा ने सैम पित्रोदा का नाम लिया जिन्होंने भारत में संचार के आधुनिकतम संसाधनों का जाल बिछा दिया है, जिसकी बदौलत राष्ट्रपति ओबामा अजमेर के सुदूर गाँव वालों की दास्तान मुंबई में बैठ कर सुन चुके थे. चोपड़ा जैसे भारतीय मूल के अनेक युवा अधिकारी ओबामा प्रशासन को भारत के विकास से साथ सीधे जोड़ते हैं. इस काम के लिए राजदूतों की आवश्यकता नहीं. इन्टरनेट और ४ जी नेटवर्क के जरिये अमेरिका में सक्रिय व्यापारी आंध्र के गाँव में पानी की व्यवस्था करने की रूपरेखा बना सकता है. सूचना के अधिकार का इस्तेमाल करने वाले भारतीयों को अगर सरकारी अधिकारी परेशान न करें तो विकास में लगने वाली राशि भ्रष्ट अफसरों की जेब में नहीं जायेगी. तभी अमेरिकी तकनीक और भारतीय प्रतिभा का प्रयोग विकास कार्यों में हो सकता है.

अमेरिका के सम्बन्ध मजबूत करने के लिए पुरानी पीढ़ी के संपन्न डाक्टरों और होटल मालिकों से ज्यादा नयी पीढ़ी के भारत वंशियों की बातें सुनने के लिए भारतीय समुदाय को तैयार होना पड़ेगा. जन प्रतिनिधियों के साथ फोटो खिचाना घिसी पिटी भारतीय परंपरा तो हो सकती है, आधुनिक प्रगति की पहचान नहीं बन सकती. यह बात राजदूतावासों के अधिकारियों को भी बताना ज़रूरी है जो भारतीय समुदाय की वास्तविक समस्याओं पर सार्वजनिक चर्चा करने के बजाय भोज समरोहों का आयोजन कर अपनी जिम्मेदारी पूरी कर लेते हैं.

अमेरिकी प्रशासन के अनेक विभागों में विविध समुदाय से जुड़ने की परियोजनाए चल रही हैं. हार्वर्ड प्रशिक्षित अनीस यदि ओबामा की आर्थिक नीतियों को कारगर बनाने में टेक्नोलोजी का सफल प्रयोग कर रहे हैं तो उप राष्ट्रपति जो बैडन के साथ कार्यरत युवा अधिकारी अदिति कुमार ८१४ बिल्लियन डॉलर की निर्माण परियोजनाओं को अमल में लाने की जिम्मेदारी निभा रहे हैं. दूसरी तरफ अकिल वोहरा एशियाई मूल के अमेरिकी जनता के साथ निकट सम्बन्ध बनाने के लिए ओबामा की सलाहकार समिति में वरिष्ठ सलाहकार हैं जब कि मितुल देसाई विदेश विभाग (स्टेट डिपार्टमेंट) में हिलरी क्लिंटन को दक्षिण एशिया की नीतियों पर सलाह देने का काम कर रहे हैं. तकनीकी विकास की दिशा में अदिति कुमार की भूमिका कुछ इस तरह समझी जा सकती है कि ८१४ बिल्लियन डॉलर की धन राशि जिन संगठनो को दी जाती है उनसे तीन महीने के भीतर यह सूचना देने के लिए कहा जाता है कि परियोजना से कितने लोगों को काम मिला और स्थानीय स्तर पर विकास का स्वरुप क्या रहा. इन आकंड़ों को कुमार के डेटा बेस में जमा कर उनका विश्लेषण किया जाता है कि कहीं कोई सूचना अधूरी और गलत न भारी गयी हो. इस प्रक्रिया से विकास में लगे प्रत्येक डॉलर का प्रतिफल मालूम किया जाता है. क्या भारत सरकार राज्यों को भेजने वाले आर्थिक अनुदान का पूरा हिसाब रखती है? अगर ऐसा होता तो उत्तर प्रदेश को सरकारी स्वास्थ्य परियोजनाओं को दी जाने वाली करोड़ों की राशि भ्रष्टाचार की भेंट न चढ़ जाती और एक के बाद अनेक सरकारी डाक्टरों की हत्याएं न होतीं.

आतंरिक कलह के शिकार अमेरिका में बसे भारतीय

भारतीय व्यापारिओं को घाटे का सौदा करना नहीं आता. जब अमेरिका की अर्थव्यवस्था 'आमदनी अठन्नी और खर्चा रुपैया' के आतंरिक विरोधाभाष का शिकार है, भारतीय मूल के व्यापारिओं ने मंदी के इस बुरे वक्त में भी मुनाफा कमा कर दिखा दिया. चाहे जितनी मंदी हो, अमेरिकी लोगों को सुबह की काफी के लिए ७-११ या डंकिन डोनाट्स जाना पड़ेगा. गाडी में तेल, जिसे यहाँ गैस कहते हैं, भरने के लिए एक्सन के पम्प पर जाना पड़ेगा और हाईवे पर शाम हो गयी तो मोटेल में रात बितानी ही पड़ेगी. इन सभी धंधों का मालिक ज्यादातर भारतीय हैं.

भारतीय समाज के अधिकांश सदस्य उच्च शिक्षा प्राप्त हैं. वे विभिन्न व्यवसायों में नाम, धन, और यश प्राप्त कर चुके हैं. अमेरिकी समाज हमारी लगन और प्रतिभा का कायल है. हमारे इंजीनियर इसलिए सफल हैं कि वे लम्बे समय तक मेहनत करने से कतराते नहीं. हमारे सॉफ्टवेर डेवेलेपरों पर भी यही बात लागू होती है. हमारे बच्चे इसलिए मेधावी हैं कि वे अपने परिवार के संस्कार से मजबूती से जुड़े हैं और अबतक अमेरिकी समाज की बुरी आदतों से बचे हुए हैं. और यह सभी बातें अमेरिका में बसे भारतीयों को एक मानक समुदाय का दर्जा देती हैं.

लेकिन दुर्भाग्य की बात यह है कि जब भी अपने हितों की रक्षा के लिए एक जूट होने की बात आती है, हम हिन्दुस्तानी एकता का परिचय देने से पिछड़ जाते हैं. पिछले दो वर्षों में न्यू जर्सी में कुछ जाने माने भारतीयों की निर्मम हत्या हुई. ब्रिजवाटर शहर के डॉ सिन्हा और हेमिल्टन के समृद्ध व्यापारी अर्जुन द्यापा की असामाजिक तत्वों द्वारा हत्या कर दिए जाने के बाद पुलिस प्रशासन पर दबाव डालने के लिए सशक्त वातावरण नहीं बन पाया. इसका कारण सिर्फ यह था कि आजीविका और व्यापार में लीन भारतीय बंधू इन घटनाओं को अपना न समझ सके. ऐसे अनेक मामले पैदा होते हैं और मिट जाते हैं. भारतीय समाज के प्रति होने वाली दुखद घटनायें या भेदभाव के मामले उतनी गंभीरता से नहीं लिए जाते जितने कि अन्य समुदायों से जुड़े मामले.

भारत की तरह अमेरिका में भी भारतीय लोगों के बीच एकता की भावना ढूंढे नहीं मिलेगी. हम सब तिरंगा फहराने और ‘याद करो क़ुरबानी’ गीत गाने के लिए एकत्र तो होते हैं, लेकिंन हम अपनी पहचान बनाते हैं अपने मूल प्रदेश यहाँ तक कि जातियों के नाम पर. अमेरिका में ब्रह्मण, रेड्डी, जाट, पटेल, मलयाली, तेलुगु आदि के नाम पर संगठनों की कोई कमी नहीं, मगर भारतीयता के नाम पर संस्थाओं का नितांत आभाव है. अगस्त का महीना भारत की आजादी की वर्षगांठ मनाने का समय होता है. लेकिन इस वर्ष होने वाले कार्यक्रम विवादों के घेरे में कैद हो गए. न्यू जर्सी के एडिसन और इसलिन शहरों के भारतीय व्यापारियों ने जुलूस निकालने के लिए दोनों शहरों की गलियों के बंटवारे तक कर डाले. स्वतंत्रता की सालगिरह मनाने वाले दो गुटों में बाँट गए. मामला अदालत में गया. यहाँ तक की एडिसन की मेयर ७० वर्षिया बुज़ुर्ग महिला टोनी रिसिग्लियानो ने दोनों गुटों में समझौता करने की कोशिश की. वे भी असफल रहीं. अदालती कार्यवाही से थक कर दोनों गुटों ने दो अलग अलग जुलूस निकाले. लोगों का उत्साह दोनों गुटों के परस्पर महत्वाकांक्षाओं की भेंट चढ़ गया.

समाज में व्यापारी वर्ग, विशेषतः गुजराती मूल के व्यापारियों, का बोल बाला है. इसमें दो राय नहीं कि प्रमुख व्यापारी राजनितिक मसलों में भी महत्वपूर्ण भूमिका निभाने लगे हैं. प्रदेश के एकमात्र भारतीय मूल के विधायक और डेमोक्रेट उमीदवार उपेन्द्र चिवुकुला पिछले पांच चुनावों में विजयी होते आये हैं. निर्विवाद रूप से चिवुकुला को भारतीय समाज के सभी वर्गों, धर्मों, और राजनीतिक विचारों वाले मतदाताओं का समर्थन प्राप्त है. जब उन्हें भारतीयों द्वारा दो स्वतंत्रता दिवस परेड मनाने के बारे में पता चला तो चिवुकुला व्याकुल हो गए और सभी पक्षों से एकता की अपील की.

न्यू जर्सी अमेरिका का वह प्रदेश है जहाँ विगत दस वर्षों में भारतीय मूल के लोगों की संख्या में लगभग दुगनी वृद्धि हुई है. इस प्रदेश में रह कर न्यू यॉर्क शहर में नौकरी करना आसान हो जाता है. न्यू जर्सी के एडिसन शहर की तीस प्रतिशत आबादी भारतीय मूल के लोगों की है. दस साल पहले शहर की मुख्य सड़क ओक ट्री रोड पर गिनी चुनी दूकानों के अलावा सन्नाटा छाया रहता था. यही हाल पड़ोस के वुडब्रिज शहर का भी था. लेकिन आज इस सड़क का नज़ारा कुछ और ही है. घरेलू ज़रुरत के सभी सामान यहाँ की दूकानों पर मिल जाते हैं. इस इलाके की शोहरत इतनी बढ़ गयी है कि 'लिटिल इंडिया' के नाम से जाने जाने वाली इस बस्ती में न्यू यॉर्क से लेकर वर्जीनिया तक के लोग खरीदारी करने आते हैं. भारतीय भोजन का आनंद लेना हो या शादी के कपड़े खरीदने हों, ओक ट्री रोड से बेहतर जगह पूर्वी अमेरिका में शायद ही कोई और हो!

इसलिन बाज़ार में सन नब्बे के दशक में भारतीय दूकानदारों की बड़ी मुसीबत थी. बदमाशों के गैंग अक्सर दूकानों के शीशे तोड़ देते थे. लोग सड़क पर टहलने में संकोच करते थे. दूकानों के भाव बढ़ते नहीं थे. लेकिन आज नज़ारा कुछ और ही है. रियल स्टेट मार्केट इस कदर महंगा हो गया है कि इसलिन में दूकान किराये पर लेना न्यू यॉर्क शहर में जगह खरीदने जैसा है. नगर का आर्थिक विकास तेज़ी से हुआ है. यह अपने आप में एक ऐसी खबर है जो भारतीयों के उद्यमी होने का सच्चा सबूत पेश करती है. खुद वुडब्रिज के मेयर जॉन मककार्मिक ने कुछ दिन पहले कहा था कि आज उनके शहर का आर्थिक विकास इसलिन के भारतीय दूकानों के कारण संभव हुआ है. अपने शहर में भारतीयों की प्रगति को देखते हुए मेयर ने इसलिन की लिटल इंडिया बस्ती का नाम 'इंडिया स्क्वायेर’ रख दिया.

यहाँ के भारतीयों को इस बात पर गर्व करना चाहिए कि अमेरिकी समाज में उन्हें इज्ज़त के साथ देखा जाता है. कैलिफोर्निया, न्यू योर्क और टेक्सास के साथ न्यू जर्सी में भारतीयों की संख्या सर्वाधिक है. चीनी और फिलिप्पिनो समुदाय के बाद हम तीसरे बड़े समुदाय हैं. हमारी आमदनी किसी भी दूसरे समुदाय से ज्यादा है. इन सबके बावजूद भारतीयों को सरकारी विभागों में उचित प्रतिनिधित्व प्राप्त नहीं. वह तब तक नहीं मिल सकता जब तक कि भारतीय मूल के लोग अपनी राष्ट्रीय एकता का परिचय न दे. अपनी पहचान प्रदेश और क्षेत्रीयता के बजाय अपने देश से जोड़ें. सामाजिक एकता के आभाव में भारतीय समुदाय को मिला ‘आदर्श अल्पसंख्यक समुदाय’ का ख़िताब किसी काम का नहीं.

YHS Annual Day Celebration on Sept 29, 2010:

Edison, New Jersey: Yuva Hindi Sansthan, a non-profit organization devoted to promotion of Hindi and Indian culture celebrated its Annual Day on September 29th. A lively function was held at Mandap Hall, Royal Albert Palace, 1050 King Georges Post Rd, Edison, NJ 08837 at 6.00 PM, Yuva Hindi Sansthan's President Ashok Ojha welcomed the guests that included a representative of the Consul-General of India in New York, NJ Assemblyman Upendra Chivukula and dozens of prominent Indian-American professionals and business owners. A presentation on status of Hindi in USA was made by YHS Chairman Dr. Surendra Gambhir that was well appreciated. A number of speakers extended their support to the efforts of YHS in promoting Hindi among the younger generation of Indian Americans.
The program also featured a musical performance by Sangeet Sarita, a cultural organization that was followed by Indian dinner.

A wide spectrum of professionals and academicians gathered at Raagini restaurant on December 15, 2010 to celebrate the unity and diversity of the Indian American community in New Jersey. The fun filled event was organized by Yuva Hindi Sansthan, a New Jersey based educational and cultural organization dedicated to promote Hindi and Indian culture and hosted by Raagini restaurant, a premier location known for exquisite Indian cuisine in central New Jersey. Sangeet Sarita, a musical group dedicated to entertain and promote Hindi songs and Indian music provided non-stop entertainment with performance of semi classical and folk songs of India.

“It is a great occasion to celebrate our rich culture”, said Assemblyman Upendra Chivukula, who attended the function along with his Cuban-born wife Daisy. “We should feel proud of our heritage that is well respected all over the world. It is a matter of great satisfaction for us that the national language of India, Hindi is widely taught in USA”, he told the gathering. Chivukula complimented the dedication of Yuva Hindi Sansthan for diligently promoting Hindi in schools and universities around the country. YHS was inaugurated in the presence of Chivukula in Edison, NJ in September 2009. He said that the organization made significant progress in a short span of one year.

Acclaiming the dedication of Indian Americans educational and cultural experts, Dr. Harmesh Mittal, owner of Raagini said that the more and younger Indian Americans opted to learn Hindi thanks to the efforts of community organizers and educationists who value teaching of Hindi as a second language in American schools. Mittal expressed his full support to the cause of promoting Hindi and Indian culture.

Mittal pointed out that serving authentic cuisine was an important aspect of presenting our culture. “Indian food offers a variety of spices for better health and taste”, he said. “Food served at Raagini is low in fat content and is prepared in the traditional Tandoor, a clay oven that helps capture the flavors of the dish while offering one of the healthiest means of cooking through 400-700 degree radiant heat over oak charcoal that allows fat to drip during cooking”, said Dr. Mittal.

Ashok Ojha, president of Yuva Hindi Sansthan, reinforced YHS mission to create a favorable atmosphere for teaching Hindi in educational institutions in USA. He said that his organization was planning to expand its operation in other parts of the country in 2011. Extending his gratitude to the Indian American community at large for supporting the efforts to promote Hindi and Indian culture, Ojha read a message from YHS chairman Dr. Surendra Gambhir who called for jointly working for promoting and protecting Hindi and our culture.

Heritage Voices:STARTALK Yuvā Summer Hindi Camp 2010

Ashok Ojha, a New Jersey-based author, journalist, and teacher, regularly contributes to a number of publications in Hindi and English. He writes on international affairs, culture, tourism and social issues. He directed the STARTALK Summer Hindi Program 2010 at Kean University, New Jersey, and serves as president of Yuvā Hindī Sansthān, a non-profit group dedicated to teaching and promotion of Hindi as a world language.

The Program

In the summer of 2009, a committed group of Hindi teachers, journalists, and scholars, while attending a Hindi teaching workshop in the campus of the University of Pennsylvania, Philadelphia, decided to set up a non-profit organization to promote Indian culture, heritage, and values through the vehicle of Hindi language.

The organization, conceived as youth centric, was named Yuvā Hindī Sansthān (YHS). The founders, led by Dr. Surendra Gambhir, vowed to work for the sole aim of revitalizing and promoting Hindi among youth in the United States and other countries. Yuvā Hindī Sansthān Inc. strives to create opportunities to improve the communicative capacity in Hindi of youngsters through youth-centered workshops, camps, cultural events, and other educational, academic, and community-oriented activities throughout the United States. Within a year, YHS succeeded in organizing an educational language and culture camp in Atlanta, GA, known as the STARTALK Yuvā Summer Hindi Camp 2010.

In this program, one hundred school children attended a ten-day camp from June 19 to 28, 2010. Approximately 54% of the students came from Hindi-speaking families, and 46% came from families in which Bengali, Tamil, Gujarati, and Marathi are spoken.

The students were grouped on the basis of their proficiency in Hindi. Most of the teachers in the program were experienced instructors who had received training in the STARTALK institutes organized by the University of Pennsylvania and New York University. The program had active support from Emory University and the Hindi Urdu Flagship program at the University of Texas at Austin.

The curriculum of the camp was guided by ACTFL national standards. Use of Hindi was expected in all classes and activities from 9 am to 6 pm. The students began their day with a Yoga session conducted by a trained instructor followed by 3-hour classroom sessions where they practiced three modes of communication (interpersonal, presentational, and interpretive) and learned literacy skills.

The classroom activities included theatrical performances, singing, and playing games. In their afternoon computer class, students browsed Hindi websites, read stories in Hindi, and prepared PowerPoint presentations. They participated in a number of engaging activities such as arts and crafts classes and sports, such as cricket. At times students had to be reminded to speak in Hindi only. The day ended with dancing to the tunes of Bollywood music.

On a field trip the students were introduced to the architectural beauty and religious symbols of a Hindu temple called Akshardham, where a guide spoke to them in simple Hindi. The Martin Luther King, Jr. Museum was the second stop of the day, where they learned about the philosophical connection between Martin Luther King and Mahatma Gandhi. The trip ended with a visit to Global Mall, an exclusive Indian shopping plaza, where the students bought ice cream and snacks while speaking Hindi to all vendors. The vendors were alerted in advance to speak in Hindi only.

On June 27, the program organized a bazaar, with lots of food and other Indian merchandise. Students and their parents bargained prices in Hindi with the vendors. This was followed by a cultural program that the students presented before a large audience comprised of their parents and invited guests.
A sense of accomplishment prevailed on the faces of young students as they received their certificates of participation from the program director, Dr. Surendra Gambhir. The 2010 STARTALK Yuvā Summer Hindi Camp came to a close with the parents watching their sons and daughters with great satisfaction and students demonstrating better understanding of Hindi and Indian culture.

The communities of Atlanta have discovered a new way to engage their younger generation in learning, practicing and appreciating another culture that will enrich the lives of the next generation. The teachers and functionaries of yuva Hindi Sansthan have promised to come back next year to work with another set of youngsters of Atlanta with the same enthusiasm that was visible this year.

एक महीने बाद अमेरिका लौटने को क्या कहूं? 'होमेकामिंग'? भारत का दौरा भी तो 'होमेकामिंग' ही था. दशकों बाद मित्रो से मिला. अपने भाई-बहनों से मिला. सभी ने अपना ही तो समझ कर स्वीकार किया. चढ़ती उम्र की घोषणा करते मुखमंडल मुस्कान से चौड़े दिखे. पुराने मतभेदों को भूला कर अपने घर आने के न्योते दिए. सचमुच अपने घर लौटा था. प्रगति और आतंकवाद से प्रताड़ित अपने देश भारत में.
लेकिन एक माह के प्रवास के बाद कुछ याद आने लगा. दिल्ली से नेवार्क की पंद्रह घंटों की नॉन स्टॉप हवाई यात्रा के दौरान मालूम हुआ कि न्यू जर्सी में बहुत बर्फ गिरी है. इसका मतलब है घर के बाहर सफ़ेद बर्फ की एक परत जम गयी होगी. घर के किनारे खड़ी दोनों कारें बर्फ से ढक गयी होंगी. चिंता इस बात की हुई कि पादचारी मार्ग का जो हिस्सा मेरे घर से गुजरता है उसे किसने बर्फ मुक्त किया होगा? अमेरिका में अपने घरों के बाहर सार्वजनिक पगडंडियों को साफ़ रखना कानूनी जिम्मेदारी है वरना कोई फिसल कर घायल हो गया तो मुक़दमा ठोकना उसका हक बन जाता है.
एअरपोर्ट से बाहर आते ही देखा सडकों पर बर्फ की परत अभी पिघली नहीं है. रात के अँधेरे में टैक्सी स्टैंड से एडिसन जाने के लिए टैक्सी में बैठा. चालक एक अश्वेत नौजवान था. आगे की सीट पुराने कागजों के पुलिंदे से भरी थी--लापरवाह घर की तरह जिसमे कोई सामान अपनी जगह पर नहीं होता. अश्वेत टैक्सी वाले की अस्त व्यस्त गाड़ी देखकर मिथक से भरे दिमाग में अनहोनी सोच परेशान करने लगी. मन घबरा गया कि कहीं वह पड़ोस के उन मुहल्लों में न ले जाये जो अपराधिक घटनाओं के लिए बदनाम हैं. मार्टिन लूथर किंग के इस देश में आज भी अपराध और अपराध से जुडी बस्तिओं को काले लोगों के साथ जोड़ने की भूल की जाती है. हर अवधारण सही नहीं हो सकती! मन को समझाते हुए मैंने नौजवान ड्राईवर से बातचीत के ज़रिये जुड़ना चाहा.
टैक्सी चालक को अपनी बातों में उलझाते हुए उसे बताया पंद्रह घंटो की हवाई यात्रा कितनी थकान भरी होती है. उसने वाव (wow ) के सिवा कुछ नहीं कहा. रैप म्यूजिक का कैसेट लगा कर गाड़ी चलता रहा. कई जगह रास्ता भूला तो मैंने दुरुस्त किया, उसने थैंक यू कहा और आगे बढ़ता रहा.
घर के बहार बर्फ का अम्बार... काले युवक ने सामान बर्फ पर रख दिया. पगडंडी साफ़ थी. किसने किया? दोनों तरफ के पडोसी तो श्वेत हैं. भारत यात्रा के पूर्व उनको बता भी नहीं सका था कि घर का ध्यान रखना. यहाँ पडोसिओं को अपनी यात्रा के बारे में बताने का रिवाज़ नहीं है. दाहिने तरफ की पड़ोसन, डायना, जिसके घर एक बार सिर्फ मिठाई देने गया था और उसने तीन बार आभार व्यक्त किया था, हर सोमवार को मेरे घर के बाहर रखा कचरे का डब्बा, जब मुनिसिपल्टी ट्रक खली कर जाता है, तो उसे उठा कर मेरे घर के पिछवाड़े रखने का काम करती है. बाएँ तरफ का पडोसी जेम्स, जब मेरी पत्नी घास काटने की मशीन चला नहीं पाती , बिना बुलाये आकर मदद करता है. आश्चर्य किन्तु सत्य: मेरे दोनों पड़ोसियों में से किसी ने मेरे घर के बाहर बर्फ की सफाई कर दी थी. श्वेत पडोसिओं को अश्वेत पडोसी अच्छे नहीं लगते. यह मिथक भी गलत साबित हुआ.
सोचता हूँ बर्फ साफ़ करने के लिए मदद की ज़रुरत होगी. किसी प्रोफेसनल को बुलाना होगा. कम से कम सौ डोलर खर्च होंगे. गाड़ियों की छत से बर्फ निकालना मेरे वश की बात नहीं. डिरेक्टरी से नम्बर ढूंढ कर फ़ोन लगाया. कितना लोगे? उसने पूछा कितना काम है? मैंने कहा: इतना ही कि आधे घंटे में हो जाये और मैं चालीस डोलर दूंगा, नगद. वह तैयार हो गया. दूसरी भ्रान्ति भी गलत. अमेरिकी व्यापारी हमेशा ओवर चार्ज करते है, यह सही नहीं.
ठंड के मौसम में गाड़ी चालू हालत में हो तो ज़िन्दगी सामान्य ढर्रे पर चल निकलती है. मेरी ज़िन्दगी को एक महीने बाद नियमित करना था. भारत जाने के पहले डाक घर को सूचित कर आया था कि एक महीने तक मेरी चिट्ठियां पोस्ट ऑफिस में ही रखे. आज जाकर सभी पुराने डाक लाने होंगे. लेकिन जाऊँगा कैसे? गाड़ी तो बंद है. 'ट्रिपल ए' यानि अमेंरिकन ओटोमोबिल एसोसिएसन का मेम्बरशिप आज ही के लिए तो बना है. गाड़ी बंद हो तो बुलाओ, जम्प लगा कर चालू कर देता है. कोई खर्च नहीं. और यह सब अकेले ही करना है. पडोसी से यह सब बताने का रिवाज़ नहीं है यहाँ.

Will the world leaders reach a consensus on climate change?

While the world is watching over the future course of actions the world leaders might agree to take on the issue of climate change two emerging players in the International community, India and China came forward with pointed thoughts on the issue. China has listed five points for wealthy countries to act on emission control. These points included a system for encouraging investment that cut poor-country emissions and share technology.

India, on the other hand, talked about a legislation it was creating to cut down its own emissions from power plants, agriculture, buildings, transportation and heavy industry.
Both India and China have been accused of not doing enough to cut carbon emissions. But these countries demand that rich nations must act decisively to their parts before taking poor countries on board.

Meetings between world leaders are currently going on to reach a consensus of climate change in the summit that is scheduled to be held in December in Copenhagen. The progress on climate negotiation is slow and a possible deal is not in sight. Still global warming is not going to wait for world leaders to agree or disagree. The world must be saved from an ecological disaster.
Undoubtedly, investment in energy efficiency and low-carbon energy sources will reduce dependence on oil and drive the economy. The investors in this sector need to be encouraged through a mutually agreed international climate regulation.

British Prime Minister recently came out with a significant proposal. He wants to bring poor countries on board by initiating a $100 billion program that would by financed by wealthier countries and the private sector. The program will help poorer nations develop low-carbon economies.

“ We must move toward resolving the issues that remain before Copenhagen. If it is necessary to secure agreement, I will personally go to Copenhagen to achieve it. I will be urging my fellow leaders to do the same”, he confirmed his commitment to a consensus on climate change.
Gordon advocates a common economic goal to establish a new system of governance. To achieve this a clear commitment from the Group of 20 is needed to provide a framework for jobs, growth and stability over the medium to long term — one that perhaps even includes objectives for global growth.

It is interesting to note how far India can go to demonstrate to the world its commitment for curbing carbon emission. India has reaffirmed its commitment to develop solar energy as a renewable means of bringing electricity to more than 400 million people now living without it. India's opposition parties needed to understand the cost of depleting the ozone layer if environment friendly industries are not developed. The opposition parties in India are adverse to compromises that could sacrifice development.

At this moment world leaders must overcome their narrow international interests and help negotiators to finalize a deal before the Copenhagen summit.

The stage has been set at the United Nations where high-level summit meetings aimed at reaching consensus are expected to bring the world temperature to 2 degrees Fahrenheit below the current rate of global warming. It is encouraging to note that the developing countries have agreed on the need to mitigate their emissions, but a mandatory limit has been rejected if no financial or technical support came forth from wealthy nations.

In this respect Europe and United States widely disagree with each other. Europe is willing to donate $2 billion to $15 billion a year for the next decade to help less developed nations adapt to climate change. The Obama administration has not offered anything close. The Europeans also want binding, near-term targets for developed nations. Bush administration had rejected the Kyoto Protocol because it did not set limits on emissions from China and other major developing nations. Under Obama the United States stand a chance to correct mistakes of the previous administration. However, US is not supportive of any international treaties, but would rather enact its own domestic legislation.

The United States and China must reach a consensus on curbing emission, as the both account for about 40 percent of world emissions.

Cautioning the world and especially USA, Nobel prize winner Princeton economist, Paul Krugman recently said in his column in the New York Times, “It’s important to understand that claims of immense economic damage from climate legislation are as bogus, in their own way, as climate-change denial. Saving the planet won’t come free (although the early stages of conservation actually might). But it won’t cost all that much either.”

Krugman suggests that US is “burning large amounts of coal, oil and gas in ways that don’t actually enhance our standard of living — a phenomenon known in the research literature as the “energy-efficiency gap.” The existence of this gap suggests that policies promoting energy conservation could, up to a point, actually make consumers richer.

“Second, the best available economic analyses suggest that even deep cuts in greenhouse gas emissions would impose only modest costs on the average family.”

Krugman calculated the great burden on American public if emissions were not limited. “By 2050, when the emissions limit would be much tighter, the burden would rise to 1.2 percent of income.”

Experts agree that the US can lead the world in reaching an agreement on climate change under President Obama.

White House considers such allegations as efforts by interest groups to divert the nation's attention from the great debate that has engulfed the nation. The president wants to provide a system in which every citizen is able to choose an affordable healthcare insurance policy based on competitive prices to be made available in the market.

Currently, Americans have to depend on an insurance plan that is offered by their employers. Once the reform plans is turned into a legislation by the US Congress and signed by the President, Americans will be empowered to choose from a wide variety of health plans. The insurance companies would be motivated to charge affordable rates in order to attract more customers. At the same time insurance companies that failed to treat customers with respect and indulged in overcharging for services would be discouraged and eventually would have no option than to function in a fairer manner.

As the President elaborated in his speech at Capitol Hill, the bills that are pending in the Congress would create an exchange system in which the consumer would have access to prices of various plans. It will then be easier to compare the prices before choosing a suitable plan. The companies who would participate in such an insurance exchange would work on a mandate to offer coverage to whoever wanted to buy a plan without discriminating on the basis of age, gender or health status.

It is estimated that approximately 25 million people might be benefited by the new system. However, those already having an insurance will continue to keep their plans. The President has made the healthcare reform policy as his topmost priority as he declared that he wanted to be the last President to tackle this issue. It means that he is determined to bring a conclusion to the healthcare reform that has been debated for decades without the nation reaching a final stage. While arguing in the favor of the universal healthcare Obama thought it important to clarify a number of doubts that have been flown around by those who want status quo.

Assuring elderly citizens Obama made it clear that he was committed to protect the existing government run healthcare scheme, 'Medicare', adding that the notion that the reform policy would deny care to elderly was unfounded. India must see eye to eye with China on border dispute.

China's claim over a large part of India's North Eastern boarder area in Arunachal Pradesh has forced India to reinforce its resources for defending its fragile territories in the Himalayas.
China doesn't recognize Arunachal Pradesh which is home of Monpa people who revere Dalai Lama. In fact the sixth Dalai Lama was born in this region. The basis of China's claim is the Tibetan heritage of this region. Indian policy to accept China's sovereignty over Tibet hasn't helped improved the relation between the two countries. Even if India provided shelter for the Dalai Lama and his government-in-exile, a number of politicians including some so called Hindu nationalists were not happy with this arrangement. Many Indian politicians leaning to both left and right favor a more appeasing policy towards China that is slated to be the world's topmost economic power in near future.

China has grown increasingly hostile to the Dalai Lama after severe ethnic unrest in Tibet in 2008. This year, it turned its diplomatic guns on India over Arunachal Pradesh. In order to counter the Chinese threats which deployed large contingent in the border areas of Arunachal Pradesh, the Indian military decided to add two divisions of troops, totaling 50,000 to 60,000 soldiers, to the border region over the next several years. Now thousands of Indian and Chinese forces are facing each other in the boarder region that hints at difficult times ahead for India which has been marching forward with an impressive economic growth in the recent years.

The Chinese have two major claims on Indian territory. China is in occupation of approximately 38,000 square kilometers of Indian territory in Jammu and Kashmir where it claims over Aksai chin. China claims approximately 90,000 square kilometers of Indian territory in Arunachal Pradesh and about 2000 square kilometers in the Middle Sector of the India-China boundary. Also Pakistan ceded 5,180 square kilometers of Indian territory in Pakistan Occupied Kashmir to China.

In spite of trade agreements signed between the two countries China couldn't hide its expansionist ambitions. During the Indian Prime Minister’s visit to China in June 2003 India and China signed a Memorandum on Expanding Border Trade. The Indian side agreed to designate Changgu of Sikkim state as the venue for border trade market, while the Chinese side agreed to designate Renqinggang of the Tibet Autonomous Region as the venue for border trade market. In 2005 China and India affirmed their readiness to seek a fair, reasonable and mutually acceptable solution to the boundary issue through equal and friendly negotiations.
For decades India followed a flawed policy to neglect development in the Himalayan region that was changed a few years ago. As a result road developments and other activities began in areas such as, Jammu and Kashmir region and the North Eastern states. India has undertaken road construction along 608 Kilometers in Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh.

Undoubtedly China is doing everything to throttle India's economic and political rise, especially in Asia. It unsuccessfully tried to block a $2.9 billion loan that the Asian Development Bank finally granted to India for water projects in Arunachal Pradesh.

Experts recognize China's historical expansionist designs in Asia. According to Dr. Sue Gronewold, Chair, History Department at Kean University and author of 'Beautiful Merchandise', who teaches China's cultural history, commented:
“Border disputes are always messy and extremely difficult to disentangle since they involve complicated histories, competing claims, issues of nationalism and national security....From Tibet to the other border disputes with India to the islands in the China Sea to continuing border disputes with Russia and even Korea, China believes that it has historic claims to these territories and can support its claims with historic evidences: treaties, claims, administrative structures, tributary arrangements. The period of early Qung Dynasty, in particular, was greatly expansionist when China sought to extend its formal control over a large number of regions that had been less formally part of the Chinese claims. (In others, like Korea, the disputes have an even older provenance.)”

China's friendship with Pakistan is well known and its tendency to assist communist uprising in Asian region has never been a secret. Its territorial claims on the basis of religion can't be entertained. In this context India has no option than to follow a tougher diplomatic stand against its giant neighbor. Dalai Lama, who is revered in America and honored by the United States Congress deserves honor and respect by the Indian government. India must reshape its policies towards its neighbors on the basis of its long term strategic goals. India needs to enlarge its vision and objectives to reach out the rest of Asia for establishing a mutually beneficial partnership.

Prosperity may not ensure equality for girls in Indian families.

Can prosperity bring equality for girls in Indian families? According to prevalent belief improvement in living condition provides less chances of discrimination against girls. However, this belief is contradicted in recent surveys that showed that girls in prosperous Indian families often don't enjoy equal status as boys.
Discrimination against girls in prosperous Indian families in India were discovered by a social anthropologist, Monica Das Gupta, who was quoted in an article published in the magazine section of New York Times. Das Gupta concluded in her research that bias against girls among educated and independent minded women in the rich state of Haryana in India was more pronounced than in poorer region.
Haryana and Punjab have highest percentage of missing girls who were aborted and killed as new-born or died in their first few years from neglect.
To make the matter worse, researchers in USA concluded that the trend of strong preference for baby boys were found among Asian Americans born and raised in the U.S. Joyce Moy, executive director of the Asian American/Asian Research Institute of the City University of New York was quoted in a recent newspaper article as saying that some family values, including preference for male child, prevalent in China, Korea and India have seeped into American culture among even young immigrants, despite the fact that historic reasons for the male preference are less relevant in the U.S.
“Development offers new opportunities to discriminate against girls”, claimed the article in the New York Times Magazine, “Development brings immense and valuable cultural change, much of it swiftly, but it doesn't necessarily change all aspects of a culture at the same rate”, said the author of the article, Tina Rosenberg.
The article broadly referred to findings done by Das Gupta. She commented that the cultural preference for boys are getting stronger in prosperous families. Higher education and income levels generate more resources. “If people are very poor, boys and girls are deprived equally. But as parents gain to tools to help their children survive and thrive they allocate advantages like doctor visits to boys and first born girls, leaving subsequent daughters behind”, commented the article inferring that in North India first born girls were less discriminated than second of third born girls.
Research showed that wealthier and more educated women face this same imperative to have boys as uneducated poor woman. “If birth of a girl in a poor family is disappointment , it is a tragedy for rich family to have a girl.”
It can be pointed out that development seemed to have failed to help Indian girls. In India, more than 1.5 million fewer girls are born each year than predicted. More girls die before the age of five.
Having more money, a better education and belonging to higher caste; all of these raise the probability that a family will discriminate against its daughters. While increasing women's decision making power would reduce discrimination against girls in some parts it would make thins worse in north and west of India.
When women's power is increased they use it to favor boys.
In an another article published in the Times, reference were made to comments by the Nobel Prize winner Indian economist Amartya Sen, who once commented that more than 100 million women are missing. Sen pointed out, “Women live longer than men, so there are more females than males in much of the world. India has 108 females for every 100 while China has 107. As an implication 107 million females are missing from the globe today.” By comparison, the U.S. is closer to average: 105 boys for every 100 girls this year.
It's one thing to wish for a boy or a girl when pregnant; but it's something else entirely to take steps to guarantee your wish comes true. In China and India the ratio of boys to girls is so lopsided that economists project there may be as many as 30 to 40 million more men than women of marriageable age in both countries by 2020. The growing imbalance slows in older age because women tend to outlive men, with the ratio in both countries falling to about 106 men per 100 women after age 60. But such figures are cold comfort for younger men who lack marriage prospects in their age groups.
New York Times journalist-activist Nicholas Kristof commented in his article, 'Girls vanish because they don't get the same health care and food as boys. In India they are less likely to be vaccinated than boys and are taken to hospital only when they are sicker. The girls in India from 1 to 5 years of age are 50 percent more likely to die than boys of their age. Ultrasound machines have allowed a pregnant woman to find out the sex of her fetus and get an abortion if it is female. More girls are missing because they are female than men are killed on the battle field in all the wars of the 20th century'.

Edward Kennedy: A Strong Voice for the Poor and Oppressed.

Edward Kennedy, who died at the age of 77 after battling with cancer, was a true leader and a celebrity in his own right. His most ambitious goal as a legislature was overhauling the health care which he pushed through at Capitol Hill till the end of his life. Universal health care remained the main cause of his life. He championed the cause of millions of uninsured Americans whom he didn't want to be marginalized. I spite of his poor health he continued to be a great fighter and architect of the health care reform proposals currently being debated at the Capitol Hill and around the length and the breadth of United States. Unfortunately he didn't live to see the proposal being voted into a law even as the Senate committee on Health and Education passed the legislation.

His struggle for improving health care for the poor goes back to early years of his tenure in the Senate. In 1966 he succeeded in getting federal funding that helped create 30 community health centers. He campaigned for continued federal aid for this program that resulted into opening up more than 1,200 such centers that serve the poor communities.

The last surviving icon of the most famous political family of America, Ted, as he was affectionately called by friends and admirers, served for 46 years as a Democrat, longer than his other two brothers, John and Robert Kennedy, both of whom were assassinated. He lived through much of the post World War political storm in America. His life was full of triumphs and tragedies. He witnessed the deaths of his brothers and three nephews and escaped his own death in a plane crash in 1964.

He paid for being reckless in life in more ways than one. He is considered responsible for the death of his female friend who drowned in water after the car they were riding skidded in the water. He swam to safely leaving her struggling in the submerged car. He didn't report the accident to police for nine hours. This was an episode that followed him later in his life and remained an obstacle in his bid for the presidency.

In 1979, he failed in his bid for the American presidency when he was defeated by Jimmy Carter in the Democratic primary. He never again announced any plan for announcing his candidature for the post. However, he won the re-election for the Senate in 1982 and focused to his responsibilities as a Senator. The following years turned into a glorious phase of his career. He fought successfully against Republican efforts to weaken the Voting Rights Act. He was instrumental in passing the civil rights measure to pass the Disabilities Act that required employer and public facilities to make accommodation for the disabled.

Edward Kennedy achieved a few milestones in changing the course of the US foreign relations. He was a vocal critic of the Vietnam War. He was one of the very few legislatures who voted against authorizing President Bush for the Iraq War. He led a Congressional effort to impose sanctions on South Africa over apartheid. He visited Northern Ireland to voice his support for a peaceful settlement of conflicts between the IRA and the Unionists. He took a bold stance against the genocide committed by Pakistan during the Liberation War of Bangladesh in 1971 despite the US government's opposition to Bangladesh's struggle for independence. The Democrat senator has been considered a true friend of Bangladesh since 1971, extending his support towards the country.

In 1972, Edward Kennedy visited the newly born Bangladesh. He planted a banyan tree at the Dhaka University campus. After his visit to the refugee camps, Kennedy continued raising his voice against the genocide of Pakistan criticizing official US stand that favored Pakistan against Bangladesh.

On August 17, 1971, the New York Times in its report titled "Kennedy, in India, Terms Pakistani Drive Genocide" said, "Mr Kennedy--who spent most of his time here visiting the squalid border camps that hold East Pakistani refugees, seven million of whom are said to have fled--said President Nixon's policy 'baffles me--and after seeing the results in terms of human misery, I think it's an even greater disaster'."

"Simply humanity demands that America and the United Nations must accept the truth that this heavy burden should be borne by the entire international community, and not by India alone," Kennedy said in the statement.

During the 2008 presidential election campaign Edward Kennedy's early endorsement of Barack Obama helped ensure the election of America's first Black President. President Obama recently awarded him the Presidential Medal of Freedom.

Fighting with cancer he could foresee his death. He told friends recently that he was looking forward to a 'reunion' with his seven departed siblings, particularly his brothers, whose lives had been cut short. America and the world will always remember him for his bold stand in favor of the poor and the oppressed.

Corruption, overlooked in India, shocks New Jerseyans.

As 44 people, many of them public officials in city administrations, walked handcuffed before cameras, Americans, especially New Jerseyans were shocked to see a huge corruption scandal unfolding. It was evident that corruption spread far and wide in the administrative network of the state. Among public officials arrested were Mayor Petr J. Cammarano of Hoboken, Mayor Dennis Elwell of Secaucus, Assemblyman L. Harvey Smith of Jersey City.

Most of charges arose in Hudson county. President of the city council in Jersey City, Mariano Vega Jr. and City's Deputy Mayor, Leona Beldini were also arrested. Anthony Suarez, Mayor of Ridgefield in Bergen County was charged with accepting bribe of $10,000. Federal investigators charged dozens of public officials and political aides in New Jersey and members of the Syrian Jewish Community in Brooklyn and Deal. Joseph Doria, state consumer affairs director, resigned after authorities searched his home and office. One businessman accused of trying to broker the purchase of a kidney for $160,000, told an undercover investigator that he had been brokering the sale of organs for ten years. The undercover approached other officials such as Mayors, to accept bribes.

These officials, who were elected by the people to run local governments and provide civic amenities in an honest manner, were shadowed by the investigating authorities. While in power they succumbed to pay offs and favored interest groups and contractors. It is conclude that a culture of corruption existed in New Jersey. Robert Botti became Mayor of Union City in 1982 after his predecessor sentenced to seven years for seeking bribes for school construction contracts. He rigged bids for school janitorial contractors, earned an 18 month prison sentence. Botti was one of the public officials who were investigating in the corruption cases.

The scandal has so deeply created an impact in the state that the ruling Democratic party is finding difficult to face its electorates. Political pundits believe that Governor Jon Corzine's good work is overshadowed by the corruption scandal during the campaign for the forthcoming Gubernatorial election.

The uncovering of the scandal in New Jersey was made possible by relenting efforts of informers working for federal investigating agencies. The United States has a long tradition of investigating corruption in high places and effectively collecting proofs of corruption at the highest levels including the White House. In contrast, the investigating agencies in India are so handicapped, negligible number of corrupt officials have so far been prosecuted while fewer of them were ever brought to justice.

Those of us who have lived through numerous instances of political corruption in India are no longer shocked by the enormity of such cases, the most recent of which involved an IT company, Satyam that attracted worldwide attention. The former Chief Minister of Bihar state who was prosecuted by the Central Bureau of Investigation, an investigating arm directly reporting to the Prime Minister's office, was later became a celebrated minister in a Congress led government in Delhi.

Indira Gandhi, the late prime minister of India, once said that corruption was a worldwide phenomenon. Her utterances were seen as legitimizing corruption in public offices. She faced public wrath when a nationwide movement was launched against her on the issue of corruption that resulted into declaration of emergency rule by her and was subsequently defeated in the 1977 general election.

Four decades later corruption still dogs the political and financial sectors of the world's largest democracy. Overlooking the impact of corrupt practices most Indians continue to be benefited by corruption for short term benefits created long term consequences.

India ranks 85th in a corruption perception index created by the nonprofit anti graft group Transparency International, worse than China, Mexico or Brazil. Transparency International estimates that truckers pay annually $5 billion in bribes. In 2008, Washington Times reported that nearly a fourth of the 540 members of Indian parliament faced criminal charges, such as, human trafficking, immigration rackets, rape and even murder. In Uttar Pradesh Assembly elections 2002, candidates with criminal records won the majority of seats.

Officials often steal state property. In Bihar, more than 80% of the subsidized food aid to poor is stolen. An investigation into top officials at the All India Council for Technical Education, a group created by the government to improve the vocational skills of India’s youth, uncovered 36 bank accounts that were used to hide illicit cash.

India has its share of upright officers who were credited to have challenged the politicians and the corrupt culture of Indian administration. Ashwini Kumar, the current chief of CBI is one of the few such officers. After he took office, his agency arrested dozens of bank managers, bureaucrats, engineers and contractors on suspicion of crimes including accepting bribes, forging documents and stealing petroleum. Kumar's zeal earned him media coverage, including one in New York Times.

Unfortunately, most of the investigating agencies lack enthusiasm like Ashwini Kumar to fight corruption. Unlike USA Indian agencies rarely dare to shadow a corrupt politicians or a powerful official. After pressure from private citizens and the judiciary the Government of India directed the Central Vigilance Commission to and protect those who chose to challenge corruption in high places. The Administrative Reforms Commission also suggested to encourage and protect those who dared to expose corruption.

For many immigrants racial discrimination is a way of life.

Many non-white residents in USA quickly identified with Harvard Professor Henry Louis Gates Jr., a highly respected academician belonging to the African American community, whose arrest outside his home in Cambridge, MA, sparked a nationwide debate on race and treatment of minority groups by police.

Professor Gates' arrest was strongly criticized by none other than President Obama who later backtracked on a reconciliatory move. Both Obama and Gates belong to a generation that attended Ivy League universities at a time when the affirmative action policy was tested in this country.

It has been reported that the Harvard Professor, who lived in Cambridge, MA, known as a hub of its racial diversity, confronted a White policeman who had responded to a 911 call about a possible robbery attempt in the house that incidentally happened to be his home. The professor had earlier provided his identity but the officer was not satisfied and asked him to step outside of the house for further questioning. He was charged for disorderly behavior as he didn't respond to officer's questions properly and referred the White officer's mother in his outbursts.

The fear of being caught for traffic and other unforeseen violations are real for a common American who goes around his daily chores. As a non-white Asian man I have dealt with this fear and psychological turmoil many times in the past. A few years ago I was stopped by police for driving on yellow lines. On a rainy afternoon I was driving home from work. A long line of cars was ahead of me. As cars lined up in front of me I passed over yellow lines so that I could align in the left lane meant for left turn. As soon as the signal turned green, I turned to my left only to be followed and stopped by a police car. Shivers ran through my veins as I couldn't conceive the reason of being stopped until the officer informed about the reason while he handed me a ticket.

It is not uncommon to see people crossing over yellow lines. I am not sure if these violations are thoroughly monitored. I am not sure how necessary it was for the police to stiop me for a minor violation on a messy day at a time when everyone was impatient to reach home. When I reached the Municipal Court on the day assigned for me to appear and settle the case I could see that most of the 'violaters' were non-White people. The woman judge ordered me to choose between a higher penalty or being slapped with points on my car insurance policy. There was no scope for arguments. I choose to pay the penalty and avoid points on my policy.

Shivers run in my veins when I imagine being arrested and handcuffed in my own home. Once I called 911 after in the middle of the night when I saw two men on the roof of my neighbor's garage. They fled before the police came. I was pleased with the cops behavior as they assured me not to worry since they were going to petrol the area in the night time. However, the neighbors, a White family, never bothered to thank me for saving their garage from robbery.

Such experiences are common for people who can be identified as 'others' on the basis of their skin color. However, every one of us fail to notice it as we are too accustomed to make compromises for our livelihood. Most of us are too busy to recognize that we are being profiled on the basis of the color of our skin during the course of our daily routine.

“I am living in this country for three years but I never experienced any discrimination”, says Ravjit, a Sikh who wears a turban. “I work in a store and most of my customers are White. However, I am unable to recall if they threw any attitude at me because I am not one among them”, he concluded.

The experience of Jatinder Sethi is somewhat different. Sethi, a marketing professional, recalled the days after 9/11 when he was subjected to comments targeted at his turban. “I used to feel very concerned when people looked at me, first at my turban and then at my face. I could sense a kind of resentment on their faces”, he said.

The Indian American residents of Edison Township haven't forgotten the days when police was not treating them with respect. Indian Americans got agitated when they felt marginalized by the police. They were abused by supporters of police during a demonstration at the Municipal Boulevard while police stood silent. It was natural for the Indians Americans to agitate as they were abused with words like 'cockroaches'.

The issue of racial discrimination was a matter of contention during the 2005 Mayoral election in Edison. Subsequently the Township Mayor Jun Choi introduced a special program to recruit cops from the Asian American community and train the police force through cultural awareness workshops. “Now Edison police force understands the need to show respect to other cultures. Our officers value racial diversity and familiar with expressions like 'Namaste'”, Mayor Choi commented recently.

University of Pennsylvania leads a quiet revolution to promote Indian Languages.

A group of men and women between the ages 30 to 70 converged at the leafy campus of the Ivy-league University of Pennsylvania this summer to attend a language workshop for teaching Hindi and Urdu. They came from as far as Vancouver, British Columbia to participate in a two-week long program to learn modern teaching methods. The workshop was hosted by the university under a federal funded program, 'Startalk'.

“I didn't know if there was a scientific way to teach Hindi”, said Dolly Chatterjee, a native of Kolkata, India and mother of two, who came from Swedesboro, NJ, to attend the workshop. “I have been teaching Hindi in a private setting in my township. Now I am going to apply modern methods and activities”, she said with confidence at the end of the workshop.

According to Dr. Surendra Gambhir, advisor of Startalk program and a retired professor of Hindi at University of Pennsylvania, the US government was creating new opportunities for Hindi teachers and learners that will lead to promoting the language in the USA. “It is a wonderful opportunity for the Indian American community to take advantage of the government initiative and campaign for teaching Hindi in private and public schools”, he commented.

Both Dr. Gambhir and his wife Vijay taught Hindi at University at Pennsylvania for 36 years until they retired last year. They were instrumental in starting the program under the South Asian Regional Studies department of the university. They reached out to the South Asian community and encouraged volunteers, who moonlighted as Hindi teachers during after school hours and weekends, to apply for attending the workshop. As a result dozens of Hindi and Urdu teachers, who met the criteria, were accepted for the workshop.

“The 'Startalk' program aims at familiarizing these teachers, who worked in community settings, such as temples, about various techniques that are commonly applied to teach foreign languages. One of the major factor of these techniques is connecting with the culture”, explained Vijay who addressed the participants every morning during the workshop.

The Department of South Asian Studies of the University of Pennsylvania, that hosted the workshop for Hindi Teaching, is involved in teaching and research in Indian languages for decades. “The department provides rich resource for studies of South Asian languages, including Sanskrit, Bengali, Punjabi, and Urdu”, said Dr. Vijay Gambhir who is the chief instructor for Startalk program. “In recent years number of students enrolled in Indian language courses has dramatically gone up. University of Pennsylvania has introduced a number of programs aimed at developing knowledge about India”, she said.

The credit to initiate Startalk program goes to the former US president, George W. Bush, who decided to expand and improve the teaching and learning of strategically important world languages that were not now widely taught in the US. One of the outcomes of his decision was to include Hindi as a component of the National Security Language Initiative in 2006. It categorized Hindi as a critical need foreign language along with Chinese and Arabic. The mission of the program was to increase the number of Americans learning, speaking, and teaching languages, such as, Hindi. To achieve the goal of exemplifying best practices in language education and teacher development, summer workshops like the one at University of Pennsylvania were designed.

“We hope that a community of teachers will be developed that would engaged itself in creating lesson plans based on learner-centered approaches”, commented Martin Smith, one of the guest speakers at the workshop and Supervisor of World Languages, who has been credited with introducing Hindi in Edison public schools system as a full fledged subject. “We shouldn't teach Hindi for namesake. With its wide range of dialects Hindi is a very challenging language that is spoken in many different ways. We need to keep in mind the varied needs of the students who spoke different languages at their homes”, he said.

“There is an explosion of the phenomenon of learning and teaching the Chinese language in USA because of the tremendous push from the Chinese-American communities. As India occupied an important part in the international trade and commerce, it was an ideal situation to promote Hindi on a wider scale. It is for the Indian American community to demand for teaching Hindi in more schools”, he suggested.

“Startalk is a great program to promote Hindi in the USA”, said Sanjay Kumar, a participant to the program who teaches Sanskrit and Bollywood movies at the University of British Columbia in Vancouver, Canada. “The fact that so many men and women are teaching Indian languages in schools is an ample proof of increasing awareness of Indian culture in the community.”
Manju Tiwari, who came from Atlanta, GA to attend the Startalk workshop has been teaching Hindi for two decades. After a teaching stint of more than a decade at Emroy she moved to a local school for children, Bal Vihar. She said the theories and methods she learned sounded more meaningful. “I think we are now better trained than ever to teach Hindi in local schools”, she said adding that Indian American community possessed sufficient resources to press upon the school districts to introduce Hindi in local schools.

The history of teaching Indian languages goes back to a couple of hundred years. “We have collected thousands of books in Sanskrit, Hindi and other Indian languages in our library”, said Dr. David Nelson, South Asian Bibliographer at the University Libraries of the University of Pennsylvania. Nelson, who researched on early Vedic studies, said that the numbers of students eager to learn about India and its culture was growing every day. “I think the university conducts highly successful programs on South Asian studies. In recent years Americans have become tremendously interested in India that resulted into introduction of a host of programs in the universities”, commented Nelson.

Rita Sheth, who teaches Hindi at Bharatiya Temple in Blue vale, PA, intended to use the training in her school where students learn a number of India languages including Tamil, Telugu, Marathi and Sanskrit. She said that there was a great demand to learn Hindi and Gujarati in local schools.

Interview with Mukund Kute, President of Philadelphia Marathi Mandal and Convener of 2009 Brihan Maharashtra Mandal Convention.

I met Mukund at his home in North Wales, PA where he enlightened me about his efforts to promote Marathi art, culture, and language in USA. I could feel his love for Hindi and the Indian culture as a whole and concerns about dangers of regionalism. He spoke about his association with a temple, that is called Bharatiya Temple, not Hindu Temple. He told me about various ways he is helping the community to celebrate festivals, such as, Ganeshotsav-as celebrated in all parts of India, not just in Maharashtra.

Q. Can you provide some of the achievements of your organization?
Kute: We have achieved a lot at a local level. Marathi Mandals are flourishing all over USA and Canada. We organize festivals like Ganeshotsav with gusto. For the first time Philadelphia Marathi Mandal is hosting an event of international level that will project the image of India in a very positive way.

Q. What are you doing to attract Indian Americans with roots in states other than Maharashtra to your events?
Kute: Philadelphia chapter, of which I am the president, has been organizing events that are very popular among non-Marathi community. I am very conscious about it. Our kids don't think themselves as Marathi people. They consider themselves Indians first because their American friends don't care about them being Marathi. Truly speaking we are Indians first and it must reflect in our culture and our functions that we so proudly organize.

Every year during 'Ganesotsav' (festival to worship Lord Ganesha) we invite artistes from various regions of India. We make sure to hold cultural programs that represent all parts of India. If you visit our ten-day long Ganesh festival you will be happy to find music and dance from Gujarat, Punjab, Karanataka, Kerala, Bengal and other states of India. We are offering the younger generation everything that is necessary to make them involved and enjoy.

Q. Can you elaborate upon some of the salient features of this year's convention?
Kute: We are working to present a show case of economic growth and cultural richness of India. The convention has been divided into three parts: social, cultural, and economic. A number of celebrities including Bollywood playback singer Asha Bhosle and actor Nana Patekar will attend the convention. We are expecting some of the leading industrialists and businessmen as well as representatives of the Maharashtra Government to participate in the convention.

Q. What are your strategies to make this convention successful?
Kute: Our volunteers represent a cross section of experts in management and technological fields. They are well connected with major businesses and corporations in various fields, such as, health care, IT, pharmaceuticals, engineering. We are pooling our expertise together to organize exhibitions, seminar and workshops. We have partnered with important tourist organizations in India and the USA. We are planning to market our expo to general public visiting Philadelphia during the Independence Day weekend. For this purpose we will partner with city's visitors bureau. The city government as well as Pennsylvania's Governor's office is taking keen interest in this convention.

Q. What is your vision to unite the Indian American community?
Kute: It is important to make our organizations at local level strong. I think that we should sincerely work for the development of our culture and promotion of our ways of life. If we succeed involving the younger generation in our culture it will be easier to create a strong national organization. A strong body is needed for representing our voice at the federal level.
We should learn from our brothers and sisters in the Caribbean countries and the West Indies who successfully preserved their heritage for hundreds of years. Their dedication to their ancestors' culture and religion is applaudable.

We, at Philadelphia Marathi Mandal, are very conscious of working for the Indian American community. We celebrate our festivals in association with the Bharatiya Temple that represents whole of India. The time has come to build supportive organizations, such as, Senior Centers for the welfare of our elders. Such a center can't be build without active cooperation of all Indian Americans. For this purpose we have invited a few of NGOs who would share their experiences in institution building for the needy people including seniors.

Q. What future do you foresee for your organization?
Kute: The Indian community is growing at fast pace. We continue to have new immigrants from India who arrive in USA for work and then settle down to raise their family here. It is a good sign. I trust that the younger generation is capable of helping communities. The young volunteers in my organization possess talent and vision and I am sure they will take organizations like BMM to great heights.

I hope that our people will develop collective consciousness and come together to build strong organizations. I also hope that Indian American community will retain a strong voice in Washington. The trend is taking roots and representatives of our communities are entering public life as councilmen, senators, board members, etc.

A commentary on the annual convention of AAPI held in Disney Dolphin Resort at Disney World in Orlando, Fl., USA during 11-14 June, 2009, published in the special supplement of South Asian Times.

The most impressive thing was the venue of the 27th annual convention of American Association of Physicians of Indian Origin-the tall building of Disney Dolphin resort overlooked a manicured lawn that spread around a huge man made lake. A boat frequented the pier picking up hotel guests to Epcot center and the nearby board walk.

For a visitor the twin hotel complex is gateway to Central Florida’s theme parks and attractions. ‘Entertainment architecture’ has been the central theme of the Walt Disney’s Swan and Dolphin hotels. It seems that the designers of this place kept in mind that the theme of the structures outside the boundaries of the Disney property should embody the same fantasy and sense of story as the structure in the park.

An ever smiling outgoing president of AAPI, Sanku Rao, greeted us. While we were still holding our luggage in the lobby, he invited us to a reception in one of the hotel suits. The incoming president Dr. Vinod Shah made a presentation about a letter he was planning to submit to President Obama. His colleagues in AAPI’s executive board looked very impressed. The aesthetically produced document graphically illustrated the theme of ‘yes, we can’, the mantra of President Obama’s election campaign as well as excerpts from his books, ‘Audacity of Hope’, and ‘The Dreams of my father’.

The letter was a well produced book of printed pages with plenty of photographs graphically integrated on the pages of the book. Dr. Shah wrote about poor compensation doctor received for their services. The letter highlighted the great shortage of doctors in this country. Dr. Shah advised the government to allow residency to the applicant doctors of Indian origin. Addressing the delegates at the convention, he said that thousands of such applicants were eagerly awaiting permission to start residency program in USA. “Out of 37,000 Indian students who applied for residency only 21,000 were given permission.

It is commendable how forcefully Dr. Shah demanded to allow more applicants in the residency program. I am sure the President’s representatives took note of the concerns of AAPI.
After the reception we were invited to a dinner at the board walk. The boulevard was full of tourists. We boarded a boat that dropped us at the board walk. Walking aimlessly from one end to the other, we finally spotted a sign that said ‘Welcome to AAPI’. As soon as we entered the hall we were treated with sumptuous Indian dinner. The caterer Jyoti Soni had put a lot of creativity to work while designing and presenting Indian dishes during the four days of the convention.

We met the legendary figure in Classical Indian music, Pundit Jasraj in the lobby. It was a rare occasion to meet the great vocalist in person. Raising his hands he returned our greeting. Though Bollywood music dominated the entertainment scene at the convention AAPI leadership reflected thoughtfulness by inviting Pundit ji.

A grand exhibition was inaugurated the next day. Considering the medical professionals of the Indian American community as rich and resourceful, a number of jewelry designers and business owners expected brisk sale. So did garment traders from India. Many of them were disappointed at the low turnover. I was also attracted to a number of booths that belonged to non profit organizations. Professionals like investors, pharmaceutical companies representatives were also present hoping to promote their products.

Air India offered an attractive discount of $250 for registered members of AAPI for travel to India. Announcing this gesture at the concluding function, Air India’s Executive Director for Americas, Chitra Sarkar, said Air India enjoyed an emotional bond with the Indian American medical fraternity who migrated many decades ago from India to settle in USA. “They remained loyal to us as they moved up in their career and prospered in a distant land. It is now our turn to translate this feeling of emotional attachment with our long time customers into loyalty.”

The young physicians made their presence in more ways than one. They organized their own seminars and addressed a number of questions faced by upcoming doctors in the process of establishing their practice. I found that the participants were very keen to sort out problems arising out of electronic record keeping requirement of the US government. The physicians were informed about benefit and incentives that the government was offering to doctors who were switching to electronic record keeping.

It did not take long to realize that the younger generation of physicians, unlike their parents, had different aspirations as they grew up and educated in mainstream America.

The young physicians are an asset for the organization and can help boost its membership. It was evident that AAPI was at a cross road to strengthen its strategies with more emphasis on how to turn itself in to a meaningful organization relevant to the needs of the younger physicians.

Like most Indians, physicians love Bollywood music too. It was amazing to see middle aged doctors and their wives swinging to the tune of Bollywood’s popular singer Sunidhi Chauhan. As my friend, Sudhir Vyas told me: ‘The times have changed, Ashok! So has the popular Indian music. There may not be new lyrics but the new generation is hooked to remixed songs of olden days that Sunidhi was performing for the elder generation of doctors’.

क्यूबा में बहने लगी नई बयार

अमेरिका के दक्षिणी प्रदेश फ्लोरिडा के कीवेस्ट द्वीप से लगभग एक सौ मील दूर बसा क्यूबा
पिछली आधी शताब्दी से अमेरिकी विदेश नीति की वर्ण व्यवस्था में अछूत की तरह खड़ा है। दोनों देशों के बीच 1961 से ही कोई कूटनीतिक संपर्क नहीं है। फिदेल कास्त्रो की साम्यवादी तानाशाही के कारण क्यूबा से विस्थापित होकर अमेरिका और खासकर मियामी शहर में बसे लाखों आप्रवासी अपनी मातृभूमि जाने से वंचित थे। उन्हें यह भी छूट हासिल नहीं थी कि वे अपने परिवार वालों को पैसे भेज सकें, जैसा कि अमेरिका के ज्यादातर आप्रवासी करते हैं। अमेरिका ने क्यूबा पर कड़े आर्थिक प्रतिबंध लगा रखे थे। पर 13 अप्रैल से इस स्थिति में थोड़ा परिवर्तन आ गया है। असल में बराक ओबामा ने घोषणा की है कि अब से क्यूबा मूल के आप्रवासी न सिर्फ अपनी मातृभूमि की यात्रा कर सकते हैं, बल्कि अपने परिवार को पैसे भी भेज सकते हैं। इससे क्यूबा मूल के वे आप्रवासी बेहद प्रसन्न हैं, जिनके परिवार के सदस्य क्यूबा में हैं।

क्यूबा के अप्रवासियों के लिए अपने देश में पैसा भेजने की छूट एक बड़ी सुविधा है। अमेरिका में रहने वाले फिदेल कास्त्रो के घोर विरोधी क्यूबावासी कास्त्रो को दंडित करने की मांग वर्षों से करते आ रहे थे, लेकिन अब वे ओबामा की नई नीति का खुल कर स्वागत कर रहे हैं।

ओबामा के इस फैसले से 2004 में भूतपूर्व राष्ट्रपति बुश द्वारा लगाई गई आर्थिक नाकाबंदी ढीली पड़ गई है। इससे दोनों देशों के बीच नया दौर तो शुरू हुआ ही है, अमेरिका और दक्षिण के गरीब देशों को यह संदेश भी मिला है कि वॉशिंगटन दक्षिण के गैर पूंजीवादी देशों के साथ तनाव कम करना चाहता है और उनके साथ अच्छे पड़ोसी का व्यवहार करना चाहता है। पूर्व राष्ट्रपति जॉर्ज बुश का रवैया मोहल्ले के उस दादा की तरह था, जो अपने पड़ोसियों को धमकाता रहता है। ग्रेनाडा में अमेरिकी सैनिकों को भेजने की रोनाल्ड रेगन की नीति और पनामा के राष्ट्रपति को गिरफ्तार कर मियामी की जेल में कैद करने का कदम ऐसी ही नीति का अंग था। अमेरिका अपने राष्ट्रीय हितों के लिए अमेरिकी-महादेश के किसी भी कोने में बेरोकटोक सैनिक कार्रवाई करता रहा है।
बुश के शासनकाल में मेक्सिको सहित तमाम दक्षिण अमेरिकी देशों के साथ अमेरिका की नीति में बेहद तनाव आ गया था। फिदेल कास्त्रो के सबसे बड़े प्रशंसक बन कर वेनेजुएला के राष्ट्रपति ह्युगो चावेज अमेरिका को चुनौती दे रहे थे। ब्राजील के लोकप्रिय राष्ट्रपति लूला डि सिल्वा अमेरिका के बदले भारत और चीन जैसे विकासशील देशों के ज्यादा नजदीक जा रहे थे। अमेरिका में मेक्सिको से आए अनधिकृत अप्रवासियों के साथ बुरा सलूक किए जाने के कारण मेक्सिको-अमेरिका के बीच भी तनाव काफी बढ़ गया था।
क्यूबा के प्रति अमेरिकी रुख में बदलाव ओबामा की विदेश नीति का महत्वपूर्ण अंग है, जिसे वे अपने चुनाव प्रचार के दौरान रेखांकित कर चुके हैं। दुनिया के अमेरिका-विरोधियों से मुंह न मोड़ कर उनके साथ बात करने की नीति को वे कमजोरी नहीं मानते। 9/11 के बाद बुश की नीतियों से दुनिया भर में अमेरिका की छवि धूमिल हुई है, इस छवि को ओबामा सुधारना चाहते हैं। वे चाहते हैं कि दुनिया अमेरिका को एक सहयोगी राष्ट्र के रूप में देखे, न कि एक ऐसे ताकतवर देश की तरह जो अपनी बात मनवाने के लिए जबरदस्ती करता रहता है।
अमेरिका और क्यूबा के बीच कड़वाहट का इतिहास साठ साल से भी ज्यादा पुराना है। 1959 में फिदेल कास्त्रो ने क्रांतिकारी विद्रोह की ताकत से देश की सत्ता अपने हाथों में ले ली। लेनिन और मार्क्स की विचारधारा से प्रेरित कास्त्रो ने निजी कंपनियों का राष्ट्रीयकरण कर दिया और अमेरिकी आयात पर अनेक प्रतिबंध लगा दिए। संबंध इतने खराब हो गए कि अमेरिकी राष्ट्रपति जॉन एफ कैनेडी ने क्यूबा पर स्थायी प्रतिबंध (अम्बर्गो) लगाने की घोषणा कर दी।
सन 1962 के उन दिनों में क्यूबा में सोवियत मिसाइल लगाने के सवाल पर सोवियत राष्ट्रपति ख्रुश्चेव और अमेरिका के राष्ट्रपति जॉन कैनडी के बीच टकराव इस हद तक पहुंच गया था कि उसका अंजाम तीसरे विश्व युद्ध के रूप में हो सकता था। आणविक हथियारों से लैस दुनिया की दो महाशक्तियां एक दूसरे की चाल का जवाब देने के लिए तैयार थीं। अमेरिका की खुफिया एजंसियों ने खबर दी कि सोवियत संघ ने क्यूबा की धरती पर न्यूक्लियर मिसाइल स्थापित कर दी है तो अमेरिकी विदेश विभाग ने क्यूबा पर आक्रमण करने की सलाह राष्ट्रपति कैनडी को दी। लेकिन धैर्य और कूटनीति का सहारा लेते हुए कैनेडी ने क्यूबा की नौसैनिक घेरेबंदी का निर्णय किया, जिसके एक सप्ताह बाद ही ख्रुश्चेव को मिसाइल हटा लेने की घोषणा करनी पड़ी।
तब से फिदेल कास्त्रो और अमेरिका के रिश्ते बिगड़ते ही चले गए। कास्त्रो ने अमेरिका को साम्राज्यवादी देश कहकर सोवियत रूस कैंप में शरण ली, तो सीआईए ने कास्त्रो को मार डालने के लिए क्यूबन आप्रवासियों के गिरोह हवाना भेजने से लेकर कास्त्रो के लिए सिगार में विस्फोटक डालने तक की साजिश रची। लेकिन कास्त्रो अभी तक जिंदा हैं और अब देश का शासन उन्होंने अपने भाई राउल कास्त्रो को सौंप रखा है।
फिलहाल ओबामा के लचीलेपन की नीति का अर्थ सिर्फ इतना है कि वे हवाना को बताना चाहते हैं कि दोनों देशों के बीच संबंध बेहतर बनाने की अगली पहल क्यूबा को करनी होगी। अमेरिका चाहता है कि क्यूबा लोकतंत्र का रास्ता पकडे़। वहां राजनीतिक कैदियों को रिहा किया जाए और मानवाधिकारों का उल्लंघन बंद हो। एक जमाने में क्यूबा अमेरिका की आंख की किरकिरी था। आज हालात बदल चुके हैं। कास्त्रो सक्रिय राजनीति से अलग हो चुके हैं। सोवियत संघ बिखर चुका है। क्यूबा अपनी गरीबी का बोझ झेलने के काबिल नहीं। वह अमेरिका द्वारा लगाए गए आर्थिक प्रतिबंधों से मुक्त होना चाहता है।
अमेरिका के लिए क्यूबा से अधिक महत्वपूर्ण दूसरे मुद्दे हैं। वह चावेज को काबू में करना चाहता है और कोलंबिया से मेक्सिको तक फैले नशीले पदार्थों के विशाल साम्राज्य को समाप्त करना चाहता है। इसके लिए ओबामा इन देशों से टकराव के बदले उनका सहयोग लेना बेहतर समझते हैं।

मानवता के हत्यारों से क्या सबक लें?

तीस वर्ष पहले दक्षिण पूर्व एशिया के देश कम्बोडिया में नरसंहार का नंगा नाच हो रहा था. चीन के सहयोग से सत्ता में आयी ख्मेर रुज शासकों ने साम्यवाद स्थापित करने का आसान तरीका खोज निकला था. पोल पोट के नेतृत्व में न केवल देश की राजधानी नोम पेन्ह खली कराई गयी बल्कि शिक्षक से लेकर डॉक्टर तक देश के पढ़े लिखे लोगों की पूरी आबादी को सिलसिलेवार ढंग से मौत के घाट उतारने का कार्यक्रम १९७५ से ले कर १९७९ तक चलता रहा. इन चार वर्षों में सत्रह लाख लोग या तो मार दिए गए या लेबर कैंप में भूख, बिमारी से उनकी मौत हो गयी.
इतिहास बताता है कि साठ के दशक में वियतनाम में अमेरिका ने साम्यवाद से लड़ने के लिए जो युद्ध छेड़ा था उसका उपसंहार कम्बोडिया में हुआ जहाँ साम्यवाद के नाम पर लाखों लोगों की बलि चढाई गयी. द्वितीय विश्व युद्ध के बाद यह सबसे भयंकर नर संहार था जिसे रोकने की कोशिश युनाइटेड नेशन्स सहित दुनिया के किसी देश ने नहीं किया. नब्बे के दशक में रवांडा और बोस्निया में भी ऐसा ही नर संहार हुआ जिसे होने देने के लिए युनाइटेड नेशन्स के सदस्य देश जिम्मेदार हैं. बहरहाल, यहाँ चर्चा सिर्फ कम्बोडिया की:
नब्बे के दशक में ही युनाइटेड नेशन्स की पहल पर कम्बोडिया में साझे की सरकार बनी जिसमे ख्मेर रुज से अलग होकर कई नेता सत्ता में आ गए. खेमर रुज के कातिल नेता वर्षो तक जँगलों में छिपे रहे. लम्बे समय तक आना कानी के बाद कम्बोडिया के नेता कातिलों पर मुक़दमा चलने के लिए सहमत हुए. खेमर रुज के चार बड़े नेता जेल में डाले गए जिनपर अब जाकर मुक़दमा शुरू हुआ है.
गत ३० मार्च को जिस खेमर रुज नेता पर मुक़दमा शुरू हुआ उसका नाम है kaing Guek Eav जिसे डोइक (Duch) के नाम से जाना जाता है. ६६ वर्षीय डोइक पर १४ हज़ार लोगों को क्रूरता पूर्वक मौत के घाट उतारने का आरोप है जिसके लिए उसपर मानवता के खिलाफ अपराध करने का मामला चलाया जा रहा है. १९७९ में वियतनाम ने कम्बोडिया पर आक्रमण किया तब डोइक जँगलों में भाग गया और १९९७ तक क्रिस्चियन मिसनरी में नाम बदल कर शिक्षक बन कर काम करता रहा. ब्रिटिश लेखक निक डनलप ने डोइक का पता लगाया और उससे मुलाकात का ब्यौरा अपनी पुस्तक, 'द लोस्ट एक्सेकुशनेर' (The lost executioner) में प्रकाशित किया. उस मुलाकात में डोइक नें अपना अपराध कबूल किया था और कम्बोडिया की जनता से माफ़ी मांगी थी.
एक बार फिर डोइक नें अमानवीय अपराधिक अदालत में कबूल किया है कि उसने अपने बड़े अधिकारियों के आदेश पर काम किया. "अगर में कैदियों को मारता नहीं तो मुझे ही मार डाला जाता", उसका बयान है.
सामूहिक नरसंहार करने वाले हत्यारे या यातना देने वालों को जब कठघरे में खडा होने का समय आता है तो वे अपने को निर्दोष साबित करने के लिए एक ही तर्क देते हैं: मैं तो सिर्फ आदेश का पालन कर रहा था.
जर्मनी के नाजी हों या बोस्निया और रवांडा के सैनिक, सभी अपने को भुक्तभोगी साबित करने के लिए कोई कसार नहीं छोड़ते. वे अपने आपको उनकी श्रेणी में रखने की कोशिश करते हैं जिन पर उन्होंने जुल्म ढाए थे. अक्सर वे भुक्ताभोगियों या चस्मादीद गवाहों के बयानों को सरासर झूठ करार देने से भी नहीं चूकते.
हाला कि इस तर्क में सचाई भी हो सकती है कि यदि डोइक कैदियों को नहीं मारता तो उसे भी मरना पड़ता. जिस व्यवस्था का वह अंग था उसमे उसके पास कोई विकल्प नहीं था. लेकिन यह तर्क आततायी को निर्दोष करार देने के लिए काफी नहीं.
डोइक का बयान न सिर्फ कम्बोडिया की जनता के लिए वरन पुरी दुनिया के सामने कुछ सवाल खड़े करता है. ख्मेर रुज के चार और बड़े नेता जेल में कैद हैं और कठघरे में खड़े होने की प्रतीक्षा कर रहे हैं. यह हैं: पोल पोट सरकार में विदेश मंत्री इएंग सारी (Ienge Sary), नुएँ चेया (नुओं चेया), जिसे ब्रदर नंबर दो कहते थे (स्वयं पोल पोट ब्रदर नंबर एक था.), राष्ट्र प्रमुख खिऊ सम्फान (Khieu Samphan), और ख्मेर रुज का सामाजिक मामलों का मंत्री इएंग तिरिथ (Ieng Thirith).
अगर इन पांचो को नरसंहार के लिए दोषी ठहरा भी दिया जाए तो क्या फर्क पड़ेगा?
एक अनुमान के अनुसार कम्बोडिया की आबादी का सत्तर प्रतिशत तीस वर्ष से कम आयु की है. इस पीढी को ख्मेर रुज की कहानी भूत प्रेत की कहानी से ज्यादा वास्तविक नहीं प्रतीत होती है. बड़े बूढे जब अपनी आप बीती बच्चों को सुनाने की कोशिश करते हैं तो वे उन्हें सुनने में रूचि नहीं लेते. ख्मेर रुज के अपराधियों पर मुकदमे की सुनवायी टेलिविज़न पर देखने में भी युवा पीढी को विशेष दिलचस्पी नहीं है. यह कैसी विडम्बना है कि खेमर रुज के सबसे बड़े कैदखाने, तोल स्लेंग के परिसर में जहाँ कभी हजारों लोगों की यातना पूर्वक हत्या हुई, आज बच्चे खलते हैं. वे अपने देश के इतिहास के इस घिनोने अध्याय से लगभग अपिरिचित हैं.
एक के बाद एक सामाजिक अशांति से जूझते रहने के कारण कम्बोडिया के लोगों को ख्मेर रुज की यातनाओं को भूला देना ही बेहतर लगा. तभी तो हत्यारा नेतृत्व कभी अपनी करनी का हिसाब देने की जरूरत नहीं समझा. कम्बोडिया की नई पीढी को वास्तविकता से अवगत करने की कोशिश न तो शासकों ने की न ही परंपरा ने. इतिहास की पाठ्य पुस्तकों में प्राचीन ख्मेर रुज साम्राज्य की कहानी तो विस्तार से कही गयी है लेकिन पोल पोट के आतंक की कहानी को महत्व नहीं दिया गया.
यह सचमुच गर्व की बात है कि हिन्दू संस्कृति की छत्रछाया में ३० मील से भी ज्यादा दूरी में फैले अंगकोर समूह के मंदिर बौध और हिन्दू परंपरा के सजीव उदहारण के रूप में आज भी पर्वत की तरह खड़े हैं. यकीन नहीं होता कि उस महान ख्मेर के वंसज पोल पोट जैसे आततायी भी हो सकते हैं.
दुर्भाग्य की बात है कि कम्बोडिया के गुनाहगारों को वहां के समाज ने दोषी ठहराने की गंभीर कोशिश नहीं की. वहां शांति स्थापित न हो सकी. यहाँ तक कि १९९७ में फिर सैकडों लोग मारे गए जिनके खुनी कभी पकडे नहीं गए. आज हाल यह है कि देश के कुछ हिस्सों में आम जनता पुलिस की भूमिका खुद निभा लेती है अपराधियो को सजा देने के लिए. वर्षों की हिंसा सहने वाले समाज को यह भरोसा नहीं कि उन्हें सामाजिक न्याय मिल भी सकता हैं.
(यहाँ मैं सोचता हूँ बिहार और झारखण्ड के बारे में जहाँ न्याय की रक्षा करने वाले पुलिस थानों को लूटने और अपराधियों को सरेआम पीट पीट कर मार डालने की खबरें अक्सर सुनाई पड़ती हैं. बिहार और झारखण्ड में सामाजिक न्याय की बिगड़ती हालात को दुरुस्त करने की फिक्र आखिर किसको है?)
लेकिन दुनिया को यह बताना ज़रूरी है कि डोइक ने अपने कैदिओं को किस मानसिकता के तहत प्रताडित करने के बाद उनकी हत्या की. निक डनलप ने अपनी पुस्तक में अनेक ऐसे उदहारण दिए हैं जिनसे यह सबूत मिलता है की हत्यारों ने न केवल अपनी ताकत का प्रदर्शन करने के लिए कैदिओं की हत्या की वरन उसे इन जघन्य कामों को करते हुए आनंद बोध भी हुआ.
कम्बोडिया और दुनिया को यह समझाना बाकी है कि समाज में वे कौन सी मनःस्थिति बन जाती है कि एक डोइक पैदा होता है. मानवाधिकार मुकदमे की कार्रवाई को अंजाम देना इसलिए ज़रूरी है कि यह मालूम हो सके कि बगुनाह लोगों को मारने की मनोवैज्ञानिक प्रक्रिया कैसी थी, ताकि लोग अतीत के काले अध्याय से सबक ले सकें. दुनिया और ख़ास कर कम्बोडिया की जनता को यह बताना जरूरी है ताकि फिर डोइक पैदा न हो!
१९९५ में अमेरिका के येल (yale) युनिवर्सिटी ने कम्बोडिया के नरसंहार से सम्बंधित दस्तावेज़ टायर करने का एक कार्यक्रम बनाया जिसके तहत तोल संग कैदिओं के बारे में जानकारी और फोटो एकत्र किया गए. ये दस्तावेज़ मानवता के खिलाफ अपराधिक अदालत में भी पेश किये जायेंगे. कम्बोडिया की जनता को उनके इतिहास के काले अध्याय के बारे में जानकारी देने की दिशा में येल का यह योगदान महत्वपूर्ण है.

अमेरिका को मंदी से उबार पाएगा ओबामा का समाजवाद!

वर्ष 2008 के राष्ट्रपति चुनाव अभियान के दौरान जब बराक ओबामा ने संपत्ति के बराबर वितरण का नारा दिया था, तो उनके प्रतिद्वंद्वी रिपब्लिकन उम्मीदवार जॉन मैकेन ने ओबामा पर अमेरिका में समाजवाद लाने की कोशिश करने का आरोप लगाया। मैकेन ने वोटरों को सावधान किया था कि ओबामा उनकी संपत्ति छीनना चाहते हैं। मैकेन को विश्वास था कि अमेरिका में पैसा कमाना ही संस्कृति है और वहां 'समाजवाद' एक अछूत शब्द है, जिसकी काली छाया से लोग दूर भागेंगे और ओबामा को वोट नहीं देंगे।

मैकेन की उम्मीद जल्दी ही टूट गई। बढ़ती बेरोजगारी और आथिर्क मंदी से त्रस्त अमेरिकी जनता को समाजवाद की सचमुच जरूरत थी, लिहाजा उसने मैकेन की चेतावनी को नजरअंदाज करते हुए ओबामा को अमेरिका का प्रेजिडंट चुना। वाइट हाउस में कामकाज संभालते ही ओबामा के सबसे प्रमुख चुनौती थी अमेरिकी इकॉनमी को काबू में लाने की, जिसके लिए उन्होंने सरकार की तरफ से भारी धनराशि खर्च करना जरूरी समझा। जब ओबामा ने अमेरिकी संसद (कांग्रेस) के सामने 3।6 ट्रिलियन डॉलर का बजट पेश किया तो रिपब्लिकन सदस्यों ने यह कहकर विरोध किया कि 'समाजवादी' ओबामा अमेरिका का राष्ट्रीयकरण करना चाहते हैं।
ओबामा और उनके आथिर्क सलाहकार जानते थे कि देश की आर्थिक मंदी का मुख्य कारण रहा है, हर कीमत पर मुनाफा कमाने की पूंजीवादी मनोवृत्ति और पूंजी निवेश के लिए अतिशय 'रिस्क' लेने की अदूरदर्शिता वाला पुराना बैंकिंग सिद्धांत! इसी कारण लीमन ब्रदर्स जैसी वित्तीय निवेशक संस्थाएं और अमेरिकन इंटरनैशनल ग्रुप जैसी अंतरराष्ट्रीय इंशुअरंस कंपनियां दिवालियापन के कगार पर पहुंच गईं। इन कंपनियों की अरबों की पूंजी गलत निवेश के कारण डूब गई। बुश के शासनकाल में बैंकिंग कंपनियों को डूबने से बचाने के लिए आर्थिक मदद का जो सिलसिला शुरू हुआ था, वह ओबामा के शासनकाल में जारी रहा।
आधुनिक अर्थव्यवस्था को सुचारु रूप से चलाने के लिए ओबामा ने बैंकों और बैंकिंग सेवा में लगी वित्तीय संस्थाओं के लिए 1।8 ट्रिलियन डॉलर की राशि तय की। इतनी बड़ी रकम का इस्तेमाल कारोबार के लिए कर्ज सुलभ कराने के लिए होगा। अनेक समाजवादी अर्थशास्त्रियों ने कहा कि जापान की तरह अमेरिका में भी बैंकों का राष्ट्रीयकरण करना चाहिए। लेकिन ओबामा समाजवाद की उस सीमा तक नहीं जाना चाहते, जहां कभी भारत जैसे देश जा चुके थे।
आपको याद होगा कि 60 के दशक में इंदिरा गांधी के प्रधानमंत्री रहते हुए भारत के सभी बैंकों का राष्ट्रीयकरण किया गया था। उस जमाने में बैंकों द्वारा आम लोगों को कर्ज देने की कोई परंपरा नहीं थी। इंदिरा गांधी ने संविधान में संशोधन कर भारतीय नागरिकों के निजी संपत्ति पर हक के मौलिक अधिकार को भी समाप्त कर दिया था। समाजवादी नीतियों के अतिरिक्त इस्तेमाल का यह परिणाम हुआ कि भारत में उपभोक्ता संस्कृति अंकुर पड़ने से पहले ही सूख गई। निजी उद्यमों को सरकारी प्रोत्साहन नहीं मिला, नौकरशाही ने परमिट लाइसंस का साम्राज्य कायम किया, अनुत्पादकता का बोलबाला हो गया और उद्योगों तथा सरकारी नौकरियों में सुरक्षा का माहौल आलस्य और कामचोरी का पर्याय बन गया। भारत तब तक विकास के रास्ते पर नहीं चल पाया, जब तक कि राजीव गांधी और नरसिंह राव की सरकारों ने इकॉनमी को ढीला कर विदेशी पूंजी निवेश की शुरुआत नहीं की और परमिट-लाइसंस का राज खत्म कर उपभोक्ता संस्कृति को पनपने का रास्ता नहीं खोल दिया।
ओबामा के बजट में आर्थिक मंदी दूर करने के लिए बैंकिंग और बीमा कंपनियों को मदद देना उसका एक छोटा-सा हिस्सा था। ओबामा जानते हैं कि उनका समाजवाद तब तक अधूरा रहेगा, जब तक कि लाखों बेरोजगारों को नौकरियां नहीं मिल जातीं और छोटे व्यापारी अपने पैरों पर खड़े होकर काम के इंतजार में बैठे लोगों को नौकरी नहीं दे देते।
सम्पति के समान वितरण का सिद्धांत अमल में लाने के लिए ओबामा ने दो लाख डॉलर सालाना से कम पानेवाले लोगों के लिए टैक्स राहत की घोषणा की, जबकि हर साल ढाई लाख डॉलर से ज्यादा वेतन पानेवालों के लिए इनकम टैक्स की दरें बढ़ा दीं। मुनाफे की संस्कृति से जुड़ी कई मान्यताओं को ओबामा ने ध्वस्त किया। हालांकि वह राष्ट्रीयकरण की सीमा तक जाना नहीं चाहते, लेकिन विकास के हर पहलू को सरकारी मदद से चौड़ा करना चाहते हैं। वैकल्पिक ऊर्जा के लिए संशोधन और उनसे जुड़े उद्योगों को प्रोत्साहन देने की ओबामा की नीति से प्रभावित होकर आज अमेरिका में सोलर और विंड एनर्जी के क्षेत्र में नई तकनीकों के जल्द इस्तेमाल की उम्मीद है। हाइब्रिड कारें तो सड़कों पर चलने ही लगी हैं, हो सकता है कि आनेवाले कुछ बरसों में सड़कों पर गैस स्टेशन (पेट्रोल पंप) की जगह बैट्री चार्ज स्टेशन नजर आएं, जहां इलेक्ट्रिक चालित कारों को चार्ज किया जा सके। जनता की टैक्स राशि पर निर्भर स्कूल शिक्षा को नया जीवन देने के लिए ओबामा ने स्कूल इमारतों की मरम्मत और शिक्षकों का वेतन बढ़ाने के लिए सरकार की ओर से आर्थिक मदद की घोषणा भी की है।
अमेरिका में 45 करोड़ लोगों को हेल्थ बीमा की सुविधा नहीं है। इतनी बड़ी आबादी को स्वास्थ्य सेवाएं उपलब्ध कराने के लिए ओबामा सरकार ने 63।4 करोड़ डॉलर राशि तय की है। इससे भी आर्थिक सुधार का एक पहलू माना जा रहा है क्योंकि बेहतर चिकित्सा सुविधाएं मिलने पर हर नागरिक राष्ट्रीय विकास में बेहतर योगदान कर सकता है।
बैंकों को आर्थिक मदद देने के बाद सरकार उनसे जिम्मेदारी की उम्मीद भी करती है। छोटे उद्योगों में लगे लाखों लोगों को आर्थिक कर्ज उपलब्ध कराना बैंकों की जिम्मेदारी होगी। ओबामा ने इन बैंकों को निर्देश दिया है कि वे स्मॉल बिज़नस को कर्ज देने के मामले में अपनी प्रोग्रेस रिपोर्ट सरकार के सामने नियमित रूप से पेश करें। बेरोजगारी और आर्थिक मंदी से जूझ रहे इस देश में अब यह मुद्दा विवाद का विषय नहीं रहा कि इकॉनमी में सरकारी हस्तक्षेप कितना 'पूंजीवाद विरोधी' है और कितना 'समाजवाद समर्थक'? जिस तरह भारत 'समाजवाद के ढोंग' के कारण दशकों तक आर्थिक प्रगति से दूर रहा, वैसे ही अमेरिकी समाज अनैतिकता की हद तक मुनाफा कमानेवाले अमेरिकी पूंजीपतियों की असलियत जान चुका है। ऐसे में टैक्सदाताओं (पेयर्स) के पैसे से चलने वाले हर बिज़नस या उद्योग को सरकारी कर्ज खर्च करने की जिम्मेदार नीति बनानी ही होगी। इसलिए जब 1।7 खरब डॉलर का सरकारी कर्ज पाने के बाद अमेरिकन इंटरनैशनल ग्रुप (एआईजी) ने 16.5 करोड़ डॉलर की राशि बोनस के रूप में अपने अफसरों को बांट दी थी तो देश में कोहराम मच गया। यहां तक कि ओबामा भी अमेरिकी पूंजीवाद की कस्टेडियन 'वॉल स्ट्रीट' के खिलाफ क्रोधपूर्ण बयान देने से पीछे नहीं रहे। एआईजी की तिजोरी में 80 फीसदी निवेश आम जनता का है। ऐसी हालत में कंपनी के बड़े अफसरों को बोनस देने का घोर विरोध हो रहा है। मजे की बात यह है कि एआईजी ने अपने 73 अफसरों को एक-एक मिलियन डॉलर का बोनस बांटा। 33.6 मिलियन डॉलर का बोनस जिन 52 अफसरों को बांटा गया था, वे कंपनी छोड़ कर चले भी गए। अमेरिका में बोनस विरोध इतना तेज हो गया कि एआईजी के प्रमुख एडवर्ड लिड्डी को अमेरिकी कांग्रेस की एक समिति के सामने वादा करना पड़ा कि वे बोनस पाने वाले अधिकारियों से पैसा वापस मांगेंगे। आखिरकार एआईजी के टॉप एग्जेक्यटिव्स को बोनस लौटाने का फैसला करना पड़ा।
अपने विचारों में आस्था रखने वाले बराक ओबामा के लिए मंदी से उबारना मुश्किल नहीं होगा क्योंकि उनकी नीतियां जनता के हित में हैं और अमेरिकी जनता ने उन्हें अपना पूरा विश्वास दिया हुआ है। दुर्भाग्य से भारतीय राजनेताओं के बारे में यह नहीं कहा जा सकता। भारतीय नेताओं का स्वार्थ और भ्रष्टाचार जगजाहिर है। आर्थिक बदहाली की परवाह किए बिना भारत के 'समाजवादी' नेताओं और स्वार्थी पूंजीपतियों ने अपने काली कमाई स्विस बैंकों में बंद कर दी है, जिसे निकालना आसान नहीं होगा। अमेरिका की ताकतवर राजस्व नीतियों के कारण स्विस बैंक यहां की काली कमाई छुपाने की हिम्मत नहीं कर सकते लेकिन गरीब देशों के तानाशाहों का काला धन पचाने की उनकी परंपरा पुरानी है। अनेक अफ्रीकी तानाशाह मरने सेपहले अपने स्विस बैंक अकाउंट के वारिस घोषित करना भूल गए। इस कारण स्विस बैंक उनकी जमा राशि पचा गए। अफ्रीकी देशों के राजनेताओं और तानाशाहों की कमाई हजम करने के स्विस बैंकों के ट्रैक रेकॉर्ड को देखते हुए कहा जा सकता है कि भारत में सत्ता से जुड़े राजनेताओं और पूंजीपतियों की काली कमाई स्विस बैंकों से निकालने के लिए भारत की आम जनता को लंबी लड़ाई लड़नी होगी।

भावुकता और क्रूरता से भरा अमेरिका का पशु प्रेम

न्यू यार्क की सडकों और पार्कों में अपने मालिकों के साथ घुमने वाले कुत्तों को देखकर लगता है यहाँ के निवासी सचमुच जानवरों से बहुत प्यार करते हैं। कुत्तों के लिए ठण्ड से बचने के लिए स्वेटर और उनके पैरों में पहने के लिए मोजे से लेकर उनके नाखून काटने के लिए सैलून, और शैंपू के लिए मंहगे स्पा तक बने हुए हैं. शौपिंग माल में कुत्ते और बिल्लिओं के लिए खाद्य पदार्थों से भरी अल्मारिओं की लम्बी कतारें अमेरिका की अरबो डॉलर के डॉग फ़ूड उद्योग का जीवंत प्रमाण हैं.

सचमुच अमेरिका नें जानवरों की प्रतिभा का लाभ उठाने के लिए अनेक तरकीबें खोज निकाली हैं। कुत्तों की मदद से नशीले पदार्थों की खोज में भारी मदद मिलती है, सार्वजनिक स्थानों की सुरक्षा के लिए कुत्तों की सूँघने की अद्भुत क्षमता का लाभ भी उठाया जाता है. लेकिन दूसरी तरफ हजारों कुत्ते और बिल्लियों को अपनाने वाले नहीं मिलते. शौपिंग माल के पालतू जानवरों की दूकानों में उन्हें अमानवीय ढंग से पिंजरे में बंद रखा जाता है. चूंकि इन घरेलू जानवरों को सडकों पर बेसहारा नहीं छोडा जा सकता, लगभग सत्तर प्रतिशत कुत्ते और बिल्ली , जिन्हें अपनाने वाला कोई नहीं मिलता, मार दिए जाते हैं.

अमेरिकी लोगों का पशु प्रेम कुत्ते और बिल्लिओं से ही पूरा नहीं होता। वे जंगली तोते, गिलहरी, सफ़ेद चूहे और अजगर आदि भी बड़े शौक से पालते हैं. न्यू यार्क की एक बहुमंजिली इमारत में उस दिन हलचल मच गयी जब यह पता चला कि इमारत की एक मंजिल पर आई टी कंपनी के कर्मचारी का पालतू अजगर छुट्टा घूम रहा है. उस कर्मचारी ने अपने मनोरंजन के लिए डेस्क के नीचे एक ग्लास जार में अजगर पाल रखा था जो उस दिन बहार निकल कर कहीं छुप गया. बड़ी मुश्किल से उसे खोज निकाला गया.

नेत्रहीनों को गाइड करने के लिए अब तक कुत्ते ही सर्वश्रेष्ट माने जाते थे। लेकिन कुछ लोग अब बौने खच्चर भी इस काम के लिए पालने लगे हैं. यहाँ तक तो ठीक था, लेकिन जब यह पशु प्रेम बन्दर, लंगूर, और चिम्पंजी को भी अपने आगोश में कसने लगा तो परेशानी बढ़ गयी. कनेटिकट प्रदेश में जब एक पालतू चिम्पंजी नें अपने मालिक से मिलने आये मेहमान पर आक्रमण कर दिया तो अमेरिकी कांग्रेस हरकत में आ गयी.

कैपिटल हिल की जन प्रतिनिधि सभा में कनेटिकट की घटना पर गंभीर रूख अपनाते हुए विधेयक पारित किया गया कि प्राईमेंट कहे जाने वाले चिम्पाजी, लंगूर और बंदरों की दूसरी जातियों को पालतू बना कर एक प्रदेश से दूसरे प्रदेश की सीमा में नहीं ले जाया जा सकता। यह विधेयक अब सीनेट में बहस के लिए भेजा गया है.

आखिर क्यों लोग इन जीवों को पालतू बना कर अपने घरों में रखना चाहते हैं जिनकी प्रवृति स्वतंत्र घूमने की है? चिम्प, बन्दर, और लंगूर आदि मानव जाति की तरह ही सामाजिक जीव होते हैं। उन्हें अपने बच्चों के प्रति ममता होती है. वे इंसान की तरह ही कभी खुश तो कभी दुखी होते हैं. एक्जोटिक जानवरों के प्रति अमेरिकी लोगों का विशेष लगाव होने के कारण जानवरों के तस्कर उनका व्यापार करते हैं. बन्दर और चिम्प से उनके नवजात बच्चों को छीन लिया जाता है. इन मासूम जीवों को मानव शिशु की तरह ही अपनी माँ से दिन रात चिपके रहने की अदात होती है. यह उनकी प्रकृति है. लेकिन स्मगलरों के पिंजरे में वे अत्यंत दयनीय हो जाते हैं. जब उन्हें कोई पशु प्रेमी खरीदता है तो उनके साथ उनका अटूट लगाव बन जाता है. प्राइंमेट जीवों का यही प्रेम उनके लिए जी का जंजाल हो जाता है. अपने मालिक के प्रति वे इस कदर भावुक होते हैं कि उनमे इर्ष्या जैसी भावनाए जल्दी पैदा हो जाती हैं. वे अपने मालिकों से कभी दूर होना नहीं चाहते. उनसे मिलने वाले पर आक्रमण भी कर देते हैं. चिम्प और बन्दर तो इंसान से कई गुना ताक़तवर होते हैं. इसलिए भावावेश में वे कभी कभी अपने मालिकों पर ही हमला कर देते हैं.

एक पशुप्रेमी एक नवजात बबून को पालतू बना कर घर लाया। मालिक और बन्दर का प्रेम इतना बढ़ गया कि दोनों एक दूसरे का हाथ पकड़ कर टेलिविज़न देखा करते थे. साथ साथ घूमने जाया करते थे. एक दिन बन्दर ने अकारण ही अपने मालिक पर हमला कर उसे लहूलुहान कर दिया. तब से उसे लिविंग रूम में एक पिंजरे में रखा जाता है जहाँ से वह पूरे दिन टेलिविज़न देखा करता है.

एक और पशुप्रेमी का स्नेह अपने चिम्प के साथ इस हद तक बढ़ गया कि उसने अपने बेटे का कमरा खाली कर उसमे चिम्प को रखा। उस महिला के अपने बच्चे चिम्प प्रेम से इतना तंग आ गए कि आखिरकार उस महला को अपने बच्चों और चिम्प में से किसी एक का चुनाव करना पड़ा. उसने चिम्प को पसंद किया. बच्चे अपने राह कहीं और चले गए.

चालीस से पचास साल तक जीने वाले प्रांईँमेट (चिम्प, बन्दर आदि) का प्रेम अपने मालिकों से कभी कम नहीं होता लेकिन एक समय आता है जब उनके मालिक जानवरों से पिंड छुडाना चाहते हैं। लेकिन तब तक जानवरों के लिए बहुत देर हो चुकी होती है. इंसान के बीच रहने के कारण वे न तो जंगल में रहने लायक होते हैं न ही किसी चिडियाघर में दूसरे जानवरों के साथ. उन्होंने तो जीवन भर आदमी के साथ रहना सीखा है. अपने मालिक से बिछड कर यह जानवर निराशा और उदासी भरा जीवन जीते हैं. अक्सर उनकी तकलीफ दूर करने के लिए उन्हें मौत के घाट सुला दिया जाता है.

जानवरों को मौत के घात सुलाने में अमेरिकी लोग जादा संकोच नहीं करते। कनाडा की ठण्ड से बचने के लिए हजारों जल पक्षी अप्रैल और मई महीने की सुहानी हवा का आनंद लेने हजारों जल पक्षी न्यू जर्सी के रूज़वेल्ट पार्क में हर साल आया करते थे. पार्क के तालाब में तैरते और हरी हरी घास पर विचरण करते साथ में पार्क को गन्दा भी करते थे. यह बात स्थानीय प्रशासन को अच्छी नहीं लगी. निर्णय किया गया की इन् पक्षिओं की संख्या कम की जाए ताकि लोगों को घूमने फिरने के समय पैर मैं पक्षिओं के गूह न लगे. नतीजा यह हुआ कि हजारों पक्षी ज़हर दे कर मार डाले गए. अब पार्क में इतने पक्षी नहीं आते कि वहां गन्दगी हो सके.

जानवरों के साथ, चाहे वे जंगली हों या घरेलू, अमेरिकी लोंगों का सम्बन्ध विरोधाभास से भरा है। कभी पश्चिम की वादिओं में जंगली भैंस, जिन्हें बाईसन कहा जाता था, लाखों की संख्या में घुमा करते थे. उन्हें सिलसिलेवार ढंग से मार दिया गया. यही हाल जंगली घोडों का है, जिन्हें यहाँ के मूल निवासी, इंडियन लोग सदिओं से पालते रहे हैं. न्यू जर्सी के ग्रामीण इलाकों में, जहाँ घने जंगल हैं, भालू काफी संख्या में रहते हैं लेकिन उनकी आबादी नियंत्रित करने के लिए प्रशासन स्थानीय लोगों को शिकार का लाइसेंस दिया करता है. पशु अधिकारों के लिए संघर्ष करने वाली संस्थाओं नें भालू का शिकार करने पर रोक लगाने के मांग भी कि लेकिन प्रशासनिक शोच पर विशेष असर नहीं पड़ा.

मांसाहार की खातिर जिस देश में लाखों पशुओं की बलि दे दी जाती है, उस देश के लोगों का पशु प्रेम भावुकता और क्रूरता का अजीबोगरीब दृश्य पैदा करता है।

हाल ही में दिल की बिमारी के इलाज़ के लिए न्यू ब्रुन्स्विक्क अस्पताल जाना पड़ा। अन्जिओप्लास्ती के दौरान जो भावनाएं मेरे दिमाग में चल रही थी उनका यह वर्णन है जो श्री हरिवंश के संपादन में छपने वाले हिन्दी समाचारपत्र 'प्रभात ख़बर' (रांची, पटना, के साथ कई और स्थानों से प्रकाशित) में गत सप्ताह प्रकाशित हुआ। संपूर्ण लेख इस प्रकार है:

सन १९९८ में जब न्यू यार्क विश्वविद्यालय के अमेरिकी डॉक्टर को मैंने बताया कि मुझे सड़क पर चलते हुए सीने में तकलीफ होती है तो उसने छूटते ही कहा था: साउथ एशियन लोगों को यह बिमारी जादा होती है दिल की बिमारी.

भारतीय मूल के लोगों का दिल दुनिया के और लोगों से अधिक कमजोर है, इस निष्कर्ष को स्वीकार करने का मन नहीं हुआ. मैंने डॉक्टर की बातों पर ध्यान न देते हुए उनसे पूछा कि मेरी बिमारी का इलाज़ क्या है, तो उन्होंने अपने सेक्रेटरी से हॉस्पिटल में तारीख तय करने के लिए कहा जहाँ कि मेरा इलाज़ अनजिओग्राफी के जरिये किया जा सके. तब मुझे सिर्फ दो दिन अस्पताल में रहना पड़ा था जिसके दौरान दिल की दो बंद धमनियों को अन्जिओप्लास्ती की विधि से खोल दिया गया ताकि रक्त प्रवाह सामान्य हो सके. कुछ ही दिनों में मैं सामान्य जीवन जीने लगा.

वर्षों तक स्वस्थ रहने के बाद एक दिन न्यू यार्क की सडकों पर टहलते हुए जब मैंने सीने में जकडन महसूस की तो मन ही मन कहा: "नहीं, इस दर्द का मतलब यह नहीं होना चाहिए कि दिल कि धमनियां फिर से बंद होने लगी हैं.”

थोडी देर रूकने के बाद सीने का दर्द तो ख़तम हो गया लेकिन मेरी चिंता बनी रही. आखिर इस दर्द से बचने के लिए मैं रोजाना लंच के बाद सड़क पर टहलने जाता था लेकिन दिल फिर से बीमार पड़ ही गया! इस बार मैंने अपने कार्दिओलोजिस्त से, जो कि भारतीय-अमेरिकी हैं, पूछा कि आखिर क्यों होता है बीमार यह दिल बार बार? उन्होंने कहा कि यह तुम्हारे genes में है. नियमित अभ्यास और नियंत्रित खान पान के बावजूद अगर पीढियो से यह समस्या चली आ रही हो तो उससे छुटकारा मिलना आसान नहीं. उन्होंने चेताया कि अगर टहलते हुए बार बार सीने में दर्द या जकडन महसूस हो तो समझो अस्पताल जाना ही पड़ेगा. मैंने अपने आप से कहा कि चलना बंद नहीं करेंगे जब तक कि दर्द पुनः महसूस न हो.

लेकिन मेरे दिल ने मेरी बात कब मानी है! आखिर डॉक्टर के निर्देश पर अस्पताल का रास्ता पकड़ना ही पड़ा जहाँ फिर से वही प्रक्रिया-अनजिओग्राफी और अन्जिओप्लास्ती- की दुहराई जाने वाली थी.
निर्धारित दिन को अस्पताल के गलियारे में मुझे पहिये वाले बिस्तर पर उस कमरे में ले जाया जा रहा था जहाँ डॉक्टर और नर्सें मेरा इंतज़ार कर रही थीं। आपरेशन थिएटर में प्रवेश करने के पूर्व पत्नी और पुत्री ने गुड बाय किस किया. मैं उनकी तरफ देख रहा था. उनके चेहरे पर जैसे यह भाव था: "अकेले ही जाना पड़ेगा ऑपरेशन रूम में, लेकिन वापस आना ठीक होकर.”

पता नहीं अन्दर क्या होगा- मैंने मन ही मन कहा।कुछ ही समय पहले मैं एक आज़ाद व्यक्ति था लेकिन अब अस्पताल के कर्मचारिओं का कैदी, जहाँ से दिल का इलाज़ होने के बाद ही लौट सकता हूँ।

catheterization- यानि शरीर की रक्त वाहिनी के रास्ते से एक पतली प्लास्टिक ट्यूब दिल की धमनियो तक ले जाने की प्रक्रिया- से डॉक्टर दिल के उस हिस्से को देख सकता है जिसमे संकीर्णता आ जाने के कारण रक्त प्रवाह कम हो चुका है और नतीजे के तौर पर चलते समय छाती में दर्द सा महसूस होता है। प्लास्टिक ट्यूब के साथ बैलून तकनीक के सहारे प्रभावित धमनी के संकीर्ण भाग को खोल दिया जाता है और उस जगह स्टील कि नन्ही जाली, जिसे स्टेंट कहा जाता है, रख दी जाती है जो भविष्य में धमनी को फिर से संकीर्ण होने से रोकती है।

"अन्जिओप्लास्ती आज कल तो सामान्य सी बात है", अस्पताल जाने से पहले एक दोस्त ने कहा था। "तुम्हारे डॉक्टर तो इस विधा के टॉप एक्सपर्ट हैं", नर्स मेरे कान में फुसफुसाई, "उनके बारे में कहा जाता है कि वे आँख मूँद कर भी रोगी के दिल में कैथेटर यानि प्लास्टिक ट्यूब घुसा कर अन्जिओप्लास्ती कर सकते हैं", उसने जैसे मुझे आश्वस्त किया.

लेकिन मेरे अन्दर एक अज्ञात भय घुस गया था. "ठीक है मेडिकल तकनीक बहुत प्रगति कर चुका है. एक प्लास्टिक ट्यूब कंप्यूटर के निर्देश पर दिल के उस कोने में जाता है जहाँ रक्त संचार अवरूद्ध हो चुका है. डॉक्टर ट्यूब में लगे बैलून को फूला कर संकीर्ण भाग को चौडा करता है और धमनी को बंद करने के लिए जिम्मेदार अवांछित तत्वों, जिन्हें plaque कहा जाता है, हटा देता है. फिर उसी स्थान पर स्टेंट जमा देता है. लेकिन यह भी तो हो सकता है कि शरीर की आतंरिक संरचना मेडिकल साइंस की नई खोजों को स्वीकार न करे, धमनी को चौडा करते समय उसमे दरार पड़ जाय! कोई भी सौ प्रतिशत गारंटी नहीं दे सकता कि अन्जिओप्लास्ती की प्रक्रिया सफल हो जायेगी." मैं अपने आप से कह रहा था.
मैंने सोचा मुझे कुछ अध्यात्मिक ताकत की ज़रुरत है. मेरी उम्र पहले से तय है. दिल की बिमारी के बावजूद अगर मेरी आयु लम्बी है तो इस मेडिकल प्रक्रिया को सफल होना ही पड़ेगा. पिछली बार मेरा इलाज़ सफल हुआ था तो इस बार क्यों नहीं होगा? शायद मुझे अपने खान पान के बारे में जादा सजग होने चाहिए था और होटल रेस्तौरांत में खाने से पूरी तरह परहेज़ करना चाहिए था. काश मैं ऐसा कर पाता तो शायद मेरे genes में दिल की बिमारी होने और भारतीय यानि साउथ एशियन होने के बावजूद मेरे हृदय की धमनियों में रक्त सामान्य ढंग से दौड़ रहा होता!

मैंने अपने डॉक्टर की योग्यता और मेडिकल साइंस की उपलब्धिओं में पूर्ण विश्वास करने का निश्चय किया। लेकिन मन था कि नर्वस हो रहा था. एक नकारात्मक विचार मानस में दौड़ गया. "अगर प्लास्टिक ट्यूब अपने गंतव्य तक नहीं पहुँच सका या धमनी फट गयी तो क्या होगा. मेरी उम्र अचानक समाप्त! अपने प्रिय जनों से मिले बगैर ही मैं इस दुनिया से जा चुका होऊंगा. क्या करुँ? नहीं चाहिए यह इलाज़. क्या मैं जोर से चिल्लाऊं कि मैं यहाँ से जाना चाहता हूँ? अगर ऐसा किया तो मुझे पागल समझा जायेगा. मेरी पत्नी और बेटी भी इस बात से घबरा जायेंगे. कोई यह नहीं चाहता कि मैं बिना इलाज़ वापस जाऊं."

मैंने अपने आप से कहा कि चुपचाप लेटे रहना ही ठीक है. जो होगा देखा जायेगा. मैंने नर्स से कहा: "कुछ कहो ताकि मेरी घबराहट दूर हो जाये। "

"मैं आराम करने की दवा देती हूँ।” मैंने देखा उसने एक द्रव्य मेरे हाथ की नशों में प्रवाहित किया. मुझे मालूम था वह दवा नींद लाने की है ताकि मैं जादा सोच न सकूं. अमेरिका में रोगी को दिलासा देने के लिए चिकनी चुपडी बाते सुनाने का रिवाज़ नहीं है. यहाँ हर समस्या के लिए कोई न कोई दवा जरूर है.

"यह मेरे पारिवारिक मित्र हैं।" मुझे डॉक्टर की आवाज़ सुनायी पड़ी जो नर्सों से बात कर रहे थे। मुझे लगा डॉक्टर एक मरीज़ का नहीं एक मित्र का इलाज़ करेंगे।अगले तीस मिनटों तक मैं डॉक्टर और नर्सों के बीच वार्तालाप सुनता रहा जो कि मुख्यतः प्लास्टिक ट्यूब को हृदय की धमनिओं के संकीर्ण हिस्से की तरफ सफ़र का विवरण था. मेरी बाईं तरफ कंप्यूटर स्क्रीन पर काली रेखाएं नृत्य कर रही थी जो कि असल में दिल की धमनियों की कई शाखाएँ थी.

अचानक सीने में चुभन महसूस हुई. नर्स ने कहा आपके हृदय की धमनी में रूकावट को दूर करने के लिए प्लास्टिक ट्यूब का बैलून फुलाया जा रहा है. मैं दर्द को सहने की कोशिश करने लगा इतने में मुझे बताया गया कि स्टेंट अपनी जगह पर बिठा दिया गया है और प्लास्टिक ट्यूब यानि कैथेटर अपना काम कर के वापस लौट रहा है।

डॉक्टर ने मेरी दाहिने जांघ के उपर एक छेद किया था जिसके अंदर कैथेटर घुसाया गया था. वहां मोटी पट्टी बिठा दी गयी ताकि उस छेद से रक्त का रिसाव न हो. मुझे फिर भी तेज दर्द हो रहा था.
मुझे बाहर ले जाया जा रहा था लेकिन मेरा शरीर कह रहा था: "अब पुनः यहाँ न आना पड़े.”
इस बार मैंने अपने आप से वादा किया की चटक मटक खाने से पुर्णतः परहेज करूंगा. क्यों कि पता नहीं दिल फिर कब बीमार पड़ जाये!

भेदभाव भरी अमेरिकी बेरोजगारों की जिंदगी!

अमेरिका का पूंजीवादी समाज इस बात पर गर्व करता रहा है कि यहां समृद्ध होने के लिए सबको "समान अवसर" प्राप्त हैं। ऊंचे और अच्छे वेतन के साथ आकर्षक बोनस पाने वाले सीईओ और उसी कंपनी के एक सामान्य कर्मचारी की आमदनी में आकाश-पाताल का फर्क होने के बावजूद एक आम अमेरिकी भेदभाव के समाजवादी नारे को नजरअंदाज कर संतोष की जिंदगी जीना चाहता है।

आर्थिक संकट के दौर में यह सच्चाई कड़वी लगती है कि डूबते बैंकों के आला अफसरों को लाखों डॉलर बोनस मिले जबकि महीनों से बेरोजगार आम आदमी बची-खुची पूंजी भी खत्म करने के कगार पर पहुंच जाए। अमेरिकी श्रम विभाग चार महीने से ज्यादा समय तक बेरोजगारी भत्ता नहीं देता। बड़े अफसरों को नौकरी छोड़ने के बदले लाखों डॉलर के मुआवजे की जानकारी मिलते ही राष्ट्रपति ओबामा ने घोर आपत्ति जताई। दिवालिया होने की कगार पर खड़े इन बैंकों में ओबामा सरकार से आर्थिक मदद की गुहार लगाई थी। ओबामा ने करोड़ों डॉलर की आर्थिक सहायता तो मुहैया कराई लेकिन अफसरों को लाखों डॉलर बोनस देने के लिए उन कंपनियों को फटकार भी लगाई।

घाटे का समाना करने वाले न्यूयॉर्क के सैकड़ों वित्तीय संस्थानों और बैंकों ने सिर्फ बोनस के रूप में लगभग २० करोड़ डॉलर अपने बड़े अफसरों को बांटे। यहां कुछ उदाहरण देना उचित होगा। विश्व प्रसिद्ध बैंक "सिटी गु्रप" के चीफ एक्जीक्यूटिव विक्रम पंडित को ३२ लाख डॉलर और चेयर मैन सेनफॉर्ड विल को दस लाख डॉलर सालाना बोनस मिलता था जबकि जनरल मोटर्स के सीईओ को ११७ लाख डॉलर। यह वही सिटी बैंक था जिसने घाटे से निबटने के लिए सिंगापुर के निवेशकों का दरवाजा खटखटाया था।

कहते हैं कि अमेरिकी समृद्धि का रहस्य यहां की सख्त "वर्क कल्चर" में छिपा है। शायद यह कल्चर सिर्फ छोटे तबके के लोगों के लिए ही बना है। यूरोप सहित दुनिया के अधिकांश देशों में पूरे साल में एक महीने की अर्जित छुट्टी मिल सकती है लेकिन अमेरिका के कामगारों को सिर्फ दो हफ्ते की। यदि आप पांच साल से अधिक किसी कंपनी में काम कर रहे हो तो आप को तीन हफ्ते की अर्जित छुट्टी मिल सकती है। और चार हफ्ते की छुट्टी पाने के लिए आप की नौकरी कम से कम १० साल की होनी चाहिए। इसके अलावा आप सिर्फ दो दिन का आकस्मिक अवकाश ले सकते हैं।

अमेरिकी अर्थव्यवस्था में उधार की शर्तें तो बड़ी सहज कर दी गईं लेकिन नौकरी की सुरक्षा की कोई गारंटी नहीं मिली। एक लाख सालाना से ज्यादा वेतन पाने वाले आईटी विशेषज्ञों ने उधार पर मकान और शान-शौकत भरी जिंदगी जीने के लिए महंगी गाड़ी खरीद ली। उन्हें क्या पता था कि उधार की जिंदगी का जलवा उस दिन अचानक धूमिल हो जाएगा जब उनकी नौकरी चली जाएगी और किस्तें या कर्ज चुकाना मुश्किल हो जाएगा!

An enlightening evening with Kader Khan

Usually, I have found that the South Asian community hosts entertainment program featuring popular songs and dance performances, most of whom poor copies from Bollywood movies. On Valentine's Day of Ferurary 14, Holiday Inn owner, Gulshan Chhabra and Edison Councilman Dr. Sudhanshu Prasad invited me for an unusual program of Ghazal recitation by Kader khan, whom I have known as an actor and dialogue writer. To my surprise Khan used his deep theatrical voice to recite classical verses of Ghalib that, in spite of being popular, were full of difficult Persian and Urdu words. Undoubtedly, Ghalib remains a binding force for all South Asians, just like Amir Khusro, Iqbal, Kabir and Meerabai. Here is a brief report of Kader Khan's show:

Kader Khan, a legendary actor and writer of Hindi movies, enthralled the audience in Edison with his recitation of verses written by the classical Urdu and Persian poet of India, Ghalib, whose Ghazals remain popular not only in India and Pakistan but also amongst diaspora communities around the world. The program was organized on Valentine's Day at Holiday Inn hotel in Edison.

The audience thoroughly enjoyed the lines recited by Khan in his innovative style that were followed by performances by professional Ghazal singers, Shimble Raza and Ghulam Abbas. Khan said that he was happy to present Ghalib's poetry to the South Asian community of New Jersey on Valentine's Day, that was celebrated to spread the message of love. He, however, fell short of endorsing the way this event was celebrated in the West. “We must not divert from our traditions and culture and mistakenly express superficial affection for the opposite sex”, he cautioned. “Ghalib was a romantic person who deeply remained attached to traditions and social norms.”

Khan, who arrived in Edison from Canada, interpreted the lines for the benefit of non-Urdu speaking audience. The lines were simultaneously displayed on a lager screen during his recitation. “I would like you to feel the nuances of the great poetry of Ghalib before you burst into applause”, he commented laughingly.

Some of the lines that Khan recited included, “Dil-e-Nadan tujhe hua kya hai, Aakhir is marz ki dawa kya hai (O, innocent heart what is wrong with you, I am at a loss to find the remedy for this suffering!).”

Khan explained that he wanted to expose the South Asian communities in USA and Canada to their rich tradition of classical poetry of the past centuries. “We all are familiar with Ghalib's verses but don't fully grasp the in-depth meaning of words and symbols used by the poet”, he explained. He said that he planned to distribute printed copies of Ghalib's poems among his audience during his future shows.

Khan said that he was engaged in teaching Arabic and Urdu to the natives of India and Pakistan who were living in Dubai while he taught Hindi and Urdu to the Arabic speaking population.
Ghalib wrote his poetry during the fading phase of the Mogul empire and the tragic failure of 1957's mutiny against the British. His original name was Mirza Asadullah Beg who, following the tradition of classical Urdu poets, adopted the nick name, Ghalib. He was born on December 27, 1797 in Agra of parents with Turkish aristocratic ancestry.

क्या बुश को कठघरे में खड़ा करेंगे ओबामा

अमेरिकी राष्ट्रपति का पद भार संभालते ही ग्वांतनामो बे और सीआईए की सभी गुप्त जेलों को एक साल के भीतर बंद करने का नीति निर्देश जारी कर बराक ओबामा ने अपने चुनावी वादों को पूरा किया है, लेकिन अमेरिका में यह विवाद शुरू हो गया है कि ग्वांतनामो को बंद करने से कहीं देश की सुरक्षा तो खतरे में नहीं पड़ जाएगी। रिपब्लिकन और कंजरवेटिव नेता यहां तक कहने लगे हैं कि ग्वांतनामो के खतरनाक कैदियों को अमेरिका की सिविलियन जेलों में भेजने से स्थानीय लोग असुरक्षित हो जाएंगे।
भूतपूर्व राष्ट्रपति जॉर्ज बुश और उनकी तिकड़ी के सदस्य उपराष्ट्रपति डिक चेनी और रक्षा मंत्री डोनाल्ड रम्सफेल्ड ने यातना के तौर-तरीकों के समर्थन में अपने अधिकारियों को गुपचुप आदेश जारी किए थे, जिनसे अब पर्दा उठ रहा है। चेनी ने यहां तक कहा कि उन्हें ग्वांतनामो में जांच-पड़ताल के लिए इस्तेमाल में लाए गए सभी तौर-तरीकों, खास तौर पर वॉटर बोर्डिन्ग के बारे में जानकारी थी। चेनी का मत है कि पूछताछ के इन तरीकों से ही अमेरिका को इतने सालों तक आतंकी हमलों से सुरक्षित रखा जा सका है। परोक्ष रूप से चेनी यह कहना चाहते होंगे कि अगर ओबामा सरकार ने आतंकवाद के खिलाफ युद्ध में उनकी और बुश की बनाई नीतियों को बदलने की कोशिश की तो अमेरिका की सुरक्षा खतरे में पड़ सकती है।
9/11 के षड्यंत्र में शामिल और अल कायदा व तालिबान से जुडे़ तथाकथित आतंकवादियों पर 'एनमी कांबैटेंट' का ठप्पा लगा कर सैकड़ों लोगों को दुनिया के विभिन्न हिस्सों से पकड़ा गया और अमेरिकी सीमा से बाहर कैद कर दिया गया। सालों तक इन कैदियों के खिलाफ पर्याप्त सबूत इकट्ठा करने की कोशिश में उन्हें यातनाएं दी गईं। इन यातनाओं में सबसे अधिक आपत्तिजनक थी वॉटर बोर्डिन्ग। कैदियों को यातना देने की यह ऐसी विधि है, जिसमें कैदी का सिर पानी में तब तक डुबाया जाता है जब तक कि वह सांस लेने के लिए व्याकुल न हो जाए और डूबने जैसा न महसूस करने लगे। अंतरराष्ट्रीय नियमों और जिनीवा कन्वेंशन के तहत वॉटर बोर्डिन्ग को यातना की प्रतिबंधित श्रेणी में रखा गया है।
रिपब्लिकन और कंजरवेटिव खेमे के लोग ग्वांतनामो और सीआईए की गुप्त जेलों में कैदियों के साथ बरती जाने वाली यातना की खबरों को नजरअंदाज करते हुए आम लोगों को यह विश्वास दिलाने में लगे हैं कि देखिए, इन उपायों के कारण ही 9/11 के बाद अमेरिका में कोई आतंकवादी हमला नहीं हुआ। अगर अंतरराष्ट्रीय कानून या जिनीवा कन्वेंशन को ताक पर रखकर अमेरिका को आतंकवाद से मुक्त रखा जा सकता है, तो इसमें बुराई क्या है। ऐसा कहकर वे न केवल बुश की नीतियों को सही ठहराना चाहते हैं, बल्कि यह भी साबित करना चाहते हैं कि बुश ने एफबीआई और सेना के जांच अधिकारियों को कैदियों से पूछताछ के लिए अत्यधिक बल प्रयोग की इजाजत देकर अमेरिकी संविधान का उल्लंघन नहीं किया।
ओबामा दुनिया में अमेरिका की छवि सुधारने के लिए वचनबद्ध हैं। भूलना नहीं चाहिए कि अमेरिकी सेनेट में ओबामा ने बुश को युद्ध करने का अधिकार देने के प्रस्ताव के विरुद्ध वोट किया था। उन्होंने अपने भाषणों में स्पष्ट किया है कि बुश की नीतियों से अंतरराष्ट्रीय समुदाय में धूमिल हुई अमेरिका की छवि को सुधारने का वे हर संभव प्रयास करेंगे। शपथ ग्रहण समारोह में ओबामा ने कहा था कि अपनी सैन्य ताकत के बल पर अमेरिका को मनमानी करने का हक नहीं है।
ग्वांतनामो के कैदियों को यातना देने की नीति को एक और झटका तब लगा, जब बुश के ही एक अधिकारी ने कबूल किया कि जिन कैदियों को यातना देकर सबूत जमा किए गए, उनके खिलाफ आतंकी होने का मुकदमा नहीं चलाया जाएगा। ग्वांतनामो बे की न्यायिक प्रक्रिया से जुड़ी एक अधिकारी सूसन क्राफोर्ड ने मोहम्मद अल कहतानी नामक कैदी के खिलाफ पूछताछ के तरीकों को अवैध करार देते हुए कहतानी के खिलाफ मुकदमा रोक देने की घोषणा की है। कहतानी 9/11 के विमान अपहरण में शरीक होने के लिए अमेरिका आना चाहता था, लेकिन उसे वीजा नहीं मिला। बाद में उसे अफगानिस्तान में पकड़ा गया और ग्वांतनामो लाया गया।
जांच निष्कर्ष में क्राफोर्ड ने कहा है कि सऊदी अरब के नागरिक को कई तरह से शारीरिक यातनाएं दी गईं। क्राफोर्ड के अनुसार ये क्रूर तरीके डोनाल्ड रम्सफेल्ड ने मंजूर किए थे। सुप्रीम कोर्ट ने 2006 में फैसला दिया था कि रम्सफेल्ड के नेतृत्व में बना मिलिट्री कमिशन संविधान की भावनाओं के अनुरूप नहीं था और यह जिनीवा कन्वेंशन का उल्लंघन था।
क्राफोर्ड मानती हैं कि कहतानी एक खतरनाक मुजरिम है और उसे यूं ही नहीं छोड़ देना चाहिए, लेकिन यह निर्णय प्रेजिडंट ओबामा को करना होगा। ओबामा ग्वांतनामो को बंद करेंगे, लेकिन उन खतरनाक कैदियों के बारे में भी फैसला करेंगे जिनके खिलाफ संदेह पैदा करने वाले सबूत मौजूद हैं। ग्वांतनामो में अब 245 कैदी बचे हुए हैं, जिन्हें या तो उनके देश वापस भेजा जाएगा या उन्हें अमेरिकी जेलों में स्थानांतरित कर उन पर मुकदमे चलाए जाएंगे।
ओबामा को उन कानूनी पेचीदगियों को भी सुलझाना पडे़गा, जो बुश प्रशासन के दौरान हुई घटनाओं के कारण पैदा हुई हैं। यदि आधिकारिक तौर पर यह माना जाए कि ग्वांतनामो में कैदियों को यातना दी गई थी, तो सवाल उठेगा कि इसके लिए जिम्मेदार कौन है। अगर ओबामा ने सचाई जानने के लिए जांच कमिटी बिठाई, तो उंगली जॉर्ज बुश की तरफ भी उठ सकती है। फिर शायद अबू गरीब का मामला भी उठे। सबूतों का सिलसिला अगर बुश तक पहुंचता है, तो सवाल उठेगा कि क्या ओबामा बुश को कठघरे में खड़ा होने पर मजबूर करेंगे?
फिलहाल तो ओबामा के सामने देश की बिगड़ती हुई आर्थिक स्थिति सबसे अहम मुद्दा है। अमेरिका में बेरोजगारी बढ़ती जा रही है, जिससे राहत दिलाने के लिए ओबामा 850 अरब डॉलर की सरकारी राहत योजना कांग्रेस से पारित कराने में जुटे हैं। ऐसी स्थिति में पूर्व राष्ट्रपति को कानून के दायरे में ला पाना एक मुश्किल काम होगा। फिलहाल तो पेंटागन इस कोशिश में है कि ग्वांतनामो को बंद करने का टाइम टेबल कैसे तैयार किया जाए।

गांधी, मार्टिन लूथर किंग और ओबामा

ओबामा के राष्ट्रपति बनने से मार्टिन लूथर किंग का सपना अभी पूरा नहीं हो गया है । बराबरी और सामाजिक न्याय की स्थापना के लिए पिछली सदी में उन्होंने अमेरिकी राष्ट्रवाद को जो चुनौती दी थी वह आंशिक रूप में ही पूरी होती दिखाईदी है ।किंग का मानना था कि जिस संघर्ष की शुरुआत उन्होंने की है वह महात्मा गांधी के रास्ते पर चलते हुए ही सफल हो सकता है और वैसा मुमकिन होता जा रहा है ।

संयोग ही है कि अमेरिका में अश्वेत लोगों को सामाजिक न्याय दिलाने के लिए सत्याग्रह का बिगुल बजाने वाले नेता मार्टिन लूथर किंग के जन्मदिन के एक दिन बाद व्हाइट हाउस में अश्वेत प्रेसिडेंट ने प्रवेश कर देश का नेतृत्व संभाला।
चालीस साल पहले अश्वेत लोगों को बराबरी का हक दिलाने के लिए किंग ने असहयोग आंदोलन चलाया था। उन दिनों उनको नीग्रो कहा जाता था। अल्बामा प्रदेश के मोंटगुमरी नामक शहर में बस से सफर करने वाले अश्वेतों को आगे के दरवाजे से बस में आकर किराया देना पड़ता था, फिर नीचे उतर कर पिछले दरवाजे से बस में घुस कर अश्वेतों की सीट पर बैठना पड़ता था। अगर अश्वेत खंड में सीटें भर भी जाएं तो भी किसी अश्वेत यात्री को बस के अगले हिस्से में, जो श्वेत लोग की लिए आरक्षित होता था, बैठने की इजाजत नहीं थी, भले ही वे सीटें खाली क्यों न हों! यहां तक कि यदि बस के अगले हिस्से में सीटें भर गई हों और बस में कुछ और श्वेत लोग आ जाएं तो उनके लिए ड्राइवर अश्वेत यात्री को अपनी सीट से उठाने के लिए मजबूर करता था। उसके न उठने पर पुलिस बुलाई जाती जो अश्वेत यात्री को गिरफ्तार कर लेती।
मोंटगुमरी में अश्वेतों के साथ होने वाले इस अन्याय के खिलाफ पहली बार आंदोलन शुरू हुआ जिसका नेतृत्व मार्टिन लूथर किंग और उनके साथियों ने किया। अल्बामा से शुरू हुए इस जन आंदोलन का नेतृत्व करते हुए मार्टिन लूथर किंग ने अश्वेत हिंसा का सहारा नहीं लिया। काले, गरीब लोगों को अमेरिकी संविधान के तहत बराबरी का हक दिलाने और उनकी गरीबी दूर करने का अपना सपना पूरा करने के लिए किंग ने गांधी के अहिंसा और सत्याग्रह का सहारा लिया। उन दिनों अल्बामा के अलावा जॉर्जिया, मिसिसिपी और दक्षिण के अन्य राज्यों के अश्वेत लोगों को भारत के अछूतों की तरह रहना पड़ता था। उनके लिए सार्वजनिक स्थान पर अलग शौचालय थे, डिज्नी वर्ल्ड जैसे मनोरंजन स्थलों पर जाने की मनाही थी। उनके लिए अलग स्कूल थे और वे कम से कम वेतन वाली नौकरियां करते थे। नौकरी से निकाले जाने वालों में पहले अश्वेत ही होते थे।
मार्टिन लूथर किंग बुराई से लड़ने के लिए कौन से रास्ते अपनाते? उनके कई साथी मानते थे कि गरीबी से लड़ने का एक ही रास्ता कम्युनिज्म है लेकिन किंग एक धार्मिक व्यक्ति थे, वे पादरी थे और मानते थे कि कम्युनिज्म में ईश्वर के लिए कोई जगह नहीं, उनको यह पसंद नहीं था कि कम्युनिज्म इनसान की आजादी छीन लेता है। अपने उद्देश्य की पूर्ति के लिए झूठ का सहारा लेने से कम्युनिस्ट संकोच नहीं करता, वह एक बेहतर रास्ता ढूंढ़ रहे थे, उन्होंने महात्मा गांधी का भाषण सुना जिन्होंने अहिंसा आंदोलन के जरिए १९४७ में ब्रिटिश शासकों को भारत से जाने के लिए मजबूर किया था। किंग की गांधी के समान आंदोलन की प्रमुख शर्त थी दुश्मन के खिलाफ हिंसक रास्ता नहीं अपनाना। किंग ने गांधी का ईसा मसीह रूप देखा। किंग ने सोचा जब गांधी के रास्ते से भारत आजाद हो सकता है तो अमेरिका में अश्वेत लोगों को उनके अधिकार क्यों नहीं दिलाए जा सकते? उन्होंने अहिंसा का रास्ता चुना क्योंकि अहिंसा कायरता नहीं है, उसे अपनाने के लिए बहुत हिम्मत चाहिए।
किंग का अहिंसा आंदोलन वाशिंगटन पहुंचा जहां उन्होंने प्रसिद्ध "आई हेव ए ड्रीम" (मेरा एक सपना है) भाषण में कहा, "मुझे उस दिन की प्रतीक्षा है जब मेरे बच्चों को उनकी चमड़ी के रंग से नहीं देखा जाएगा बल्कि उनके चरित्र की गुणवत्ता से परखा जाएगा।" किंग ने बराबरी और सामाजिक न्याय की स्थापना के लिए पूरे अमेरिकी राष्ट्रवाद को चुनौती दी थी, जिसे स्वीकार किया राष्ट्रपति जानसन ने और सिविल राइट्स एक्ट और बाद में वोटिंग राइट्स कानून बनाकर अश्वेत समाज को अमेरिकी पहचान का हिस्सा बनाया। उसके थोड़े ही दिनों बाद अमेरिका में सबकी बराबरी का जनाधिकार (सिविल राइट्स) कानून लागू हुआ और अश्वेतों को वोट देने के अधिकार मिले। तब से अश्वेतों को नीग्रो कहना अपराध माना जाने लगा।
किंग ने २५ साल की उम्र में अहिंसा सत्याग्रह शुरू किया था और ३९ साल की उम्र में उनकी हत्या कर दी गई थी। आज वे ८० साल के होते। चालीस साल पहले किंग ने एक इंटरव्यू में कहा था कि भेदभाव के कारण अमेरिका में एक अश्वेत आदमी राष्ट्रपति नहीं बन पा रहा था, जबकि अनेक अश्वेत लोग इस पद के योग्य हैं। उन्होंने संभावना व्यक्त की थी कि पचीस वर्ष बाद अमेरिका का राष्ट्रपति अश्वेत होगा। कुछ देर से ही सही अश्वेत ओबामा को व्हाइट हाउस पहुंचने में चालीस साल लग गए।गांधी के सत्याग्रह की तर्ज पर किंग ने जन अधिकार आंदोलन चलाया। अमेरिका के नेतृत्व की लड़ाई में ओबामा ने भी गांधी से प्रेरणा ली। उन्होंने अपने प्रतिद्वंद्वी हिलेरी को विदेश सचिव बनाया और मेकेन के पास सलाह-मशविरा के लिए गए। लिंकन मार्टिन लूथर किंग और गांधी की जीवन कथाओं ने ओबामा के व्यक्तित्व की रचना की ।अमेरिका ने रंगभेद के दायरे से बाहर जाकर ओबामा का नेतृत्व स्वीकार किया है।
देश की युवा पीढ़ी और मध्य वर्ग ने रंगभेद भूलाकर ओबामा का नेतृत्व स्वीकार किया है, जिससे कि मार्टिन लूथर किंग के सपने को रंगभेद के दायरे से बाहर देख कर नागरिक अधिकार के लिए कानून बनाए गए ।ओबामा ने अश्वेत वोट जीतने के लिए नस्लवाद का सहारा नहीं लिया। एक साल पहले उनके आलोचकों में अधिकांश अश्वेत लोग थे लेकिन जनवरी २००८ में श्वेत और अश्वेत लोगों में बदलाव लाने वाले ओबामा के महामंत्र में आशा की किरण दिखाई पड़ी और नए दौर की शुरुआत हुई। इसका सबूत मिला आयोवा प्रदेश में जहां के चुनाव में ओबामा को अधिकांश वोट मिले जबकि वहां अश्वेत लोगों की आबादी सिर्फ चार है। आयोवा का उदाहरण एक के बाद एक राज्यों का पथप्रदर्शक बन गया। इस स्थिति में अमेरिका एक अश्वेत राष्ट्रपति की प्रतीक्षा कर रहा था।
लेकिन ओबामा के राष्ट्रपति बनने से मार्टिन लुथेर किंग के सपने पुरे नही हुए हैं। व्हाइट हाउस में एक अश्वेत के बैठ जाने से अमेरिका के अश्वेत समाज की समस्याने दूर नही हो जाती। शिक्षा के शेत्र में अश्वेत लोग आज भी घटिया स्कूल में जाते हैं जैसे की किंग के जमाने में जाते थे। अश्वेतों में नशीले पदार्थों का सेवन गहराई से बैठा है और उससे जुड़ी अपराधिक समस्याएँ भी। अमेरिकी जेलों में अश्वेत लोगों की बढोत्तरी ऐसी ही एक समस्या है। कानून का पालन करने वाली अजेंसिओं के लिए काला होने शक के दायरे में दाल देता है। कह नही सकते के कानून के रखवाले का नजरिया कब बदलेगा? कह नही सकते की अश्वेत लोगों के साथ नौकरिओं में भेदभाव निकट भविष्य में खत्म हो जाएगा। यह भी नही कह सकते की मीडिया और हॉलीवुड में अश्वेत लोगों को अपराधी और चोर के रूप में पेश करने का सिलसिला कब बंद होगा?

किंग के माँ उनसे कहती थी: बेटा, तू किस्सी से कम नही। अब हर अश्वेत बालक की माँ कह सकती है: बेटा तू कुछ बनना तो ओबामा जैसा! इस अर्थ मैं किंग का सपना ज़रूर पुरा हुआ है।

आइए, भारत की गरीबी का जश्न मनाएं!

पिछले कुछ बरसों से पश्चिमी मीडिया में (खासकर अमेरिका में) भारत की आर्थिक प्रगति के बारे में इतना कुछ कहा जा चुका है कि यहां के जनमानस में इस मुल्क (भारत) की खास तस्वीर बन गई। जहां कभी शहरों में सड़कों पर गाएं, सपेरे और हाथी घूमा करते थे, ऐसे गरीब देश में हजारों-लाखों आईटी एक्सपर्ट्स का होना किसी चमत्कार से कम नहीं समझा गया।

दो महीने पहले जब मुंबई की शानदार इमारतों पर आतंकी हमले की आंखोंदेखी छवियां अमेरिकी लोगों ने टीवी और इंटरनेट पर देखीं तो उनका दिल भारत के प्रति सहानुभूति से भर आया। यह वही देश था, जिसे थोडे़ दिनों पहले प्रेज़िडंट बुश और अमेरिकी कांग्रेस ने न्यूक्लिअर डील का तोहफा दिया था। मुंबई ने अमेरिकी दिलों में एक महत्वपूर्ण जगह बना ली।

मुंबई हमले के कुछ ही दिनों बाद झोपड़पट्टी की जिंदगी में गरीबी और बदहाली की नई परिभाषाएं दर्शाती हुई चमक-दमक वाली फिल्म स्लमडॉग मिलिनेअर अमेरिका के कई शहरों में रिलीस हुई। जब इस फिल्म को हॉलिवुड में चार-चार गोल्डन ग्लोब पुरस्कारों से सम्मानित किया गया तो लगा जैसे अमेरिकी दिलों में इंडिया की हर चीज के लिए प्यार उमड़ आया है, उसकी गरीबी और बदहाली के लिए भी।

हॉलिवुड स्थिति अंतरराष्ट्रीय फिल्म पत्रकारों का संगठन चुनी हुई फिल्मों और टीवी सीरियलों को 'गोल्डन ग्लोब' से पुरस्कृत करता है। स्लमडॉग मिलिनेअर को हॉलिवुड में मिली अभूतपूर्व सफलता के बाद इसे ऑस्कर में सम्मानित करने का रास्ता खुल गया है। सचमुच संगीतकार ए। आर. रहमान में कामयाबी के उस मुकाम पर पहुंच गए हैं, जहां कभी पंडित रविशंकर भी नहीं पहुंच सके। इस फिल्म के ब्रिटिश डाइरेक्टर डैनी बॉयल बवर्ले हिल्स और न्यू यॉर्क में अपनी प्रसिद्धि का जश्न मनाने के बाद अब इंडिया में स्लमडॉग... के रिलीस को लेकर उत्साहित नजर आ रहे हैं।

आखिर इस फिल्म में ऐसी कौन-सी बात है, जिसने पश्चिमी दर्शकों और समीक्षकों का मन मोह लिया स्लमडॉग... कहानी है गरीबी और अमीरी के भेदभाव की। यह कहानी है गरीबी और आपराधिक दुनिया के बीच संबंधों की। यह कहानी है भाई-भाई के बीच धोखेबाजी की। लेकिन यह कहानी एक अनाथ बच्चे की मेहनत या प्रतिभा की उतनी नहीं है, जितनी कि एक संयोग। जिसके कारण वह कौन बनेगा करोड़पति प्रोग्रैम के सभी सवालों का उत्तर दे पाता है। यह उस जीवट या आत्मविश्वास की कहानी नहीं है, जैसा अमिताभ बच्चन जंजीर, कुली और दीवार जैसी फिल्मों में भारतीय दर्शकों को दिखाते रहे। जूते पॉलिश करनेवाले एक अनाथ के यह कहने पर कि 'मैं जमीन पर फेंके हुए पैसे नहीं उठाता' सिनेमा हॉल में तालियां गूंज उठती थीं।

स्लमडॉग... एक निष्ठुर फिल्म है, जिसका निर्देशक गरीब के सपनों का मजाक उड़ाते हुए अनाथ बालक को पाखाने से भरे कुंड (वेल) में डुबकी मारते दिखाता है। फिल्म के एक दृश्य में अमिताभ बच्चन के स्लम कॉलोनी में हेलिकॉप्टर से उतरने की खबर बस्ती में आंधी की तरह फैल जाती है। लोग पागलों की तरह हेलिकॉप्टर की तरफ दौड़ते हैं। उसी वक्त बालक जमाल को उसके दोस्त एक शौचालय में बंद कर देते हैं।

जमाल करे तो क्या करे! वह नीचे पाखाने के गहरे कुंड की तरफ देखता है, नाक दबाकर डुबकी लगा देता है और दूसरी तरफ से बाहर निकलता है, सिर से पांव तक पाखाने (शिट) से लिपटा हुआ। उसी गंदगी में सना वह अमिताभ की तरफ जाता है ऑटोग्राफ मांगने। जरा सोचिए, यह कैसी कल्पना है! बॉलिवुड के पलायनवादी डाइरेक्टर मनमोहन देसाई ने भी ऐसे सीन की कभी कल्पना नहीं की होगी।

अपनी चमक-दमक और तेज रफ्तार के कारण स्लमडॉग... दर्शक को कुछ सोचने का मौका नहीं देती और घटनाओं को संजोग की डोर में जल्दी-जल्दी पिरोते हुए आगे बढ़ जाती है, जैसे कि ट्रेन छूटने के पहले आप फास्ट फूड रेस्तरां में खाना झपट रहे हों।

अपुर संसार में सत्यजित राय ने, मेघे ढाका तारा में ऋत्विक घटक ने और अंकुर में श्याम बेनेगल ने अपनी कलात्मक और तीखी शैली में गरीबी और सामाजिक अन्याय का गहरा रिश्ता दिखाया था, लेकिन सत्यजीत रॉय को उनकी मृत्यु शैया पर पहुंचने के बाद ही हॉलिवुड ने ऑस्कर के योग्य समझा जबकि घटक, विमल रॉय या बेनेगल को पहचानने से भी इनकार किया। ब्रिटिश राज के दौरान सामान्य भारतीयों का स्वाभिमान दिखानेवाली बॉलिवुड फिल्म लगान भी ऑस्कर के शामियाने में न पहुंच सकी।

शीशे की तरह पारदर्शी और हृदयहीन फिल्म स्लमडॉग... हमें यह याद दिलाती है कि भारत में अनाथ बच्चों के लिए एक ही जगह है, जहां से उन्हें अंधा बनाकर भीख मांगने के लिए मजबूर किया जाता है। ताजमहल के गाइड चोर और फरेबी होते हैं। स्लमडॉग... से हमने यह भी जाना कि वहां पले-बढ़े बच्चे के लिए करोड़पति बनना एक संजोग ही हो सकता है। स्लमडॉग... में जमाल सभी सवालों का जवाब इसलिए जानता था कि उन सवालों का उसकी बीती जिंदगी से सीधा नाता था। लेकिन गरीबी में पलकर भी प्रतिभाशाली बनने के अनेक उदाहरण भारत में मिल जाएंगे, जोकि फिल्मों के विषय बन सकते हैं।

भारतीय कलाकार और टेक्नीशियनों को लेकर पश्चिम तर्ज पर मुंबई की स्लम जिंदगी का चित्रण करने वाली फिल्म 'गोल्डन ग्लोब' या 'ऑस्कर' पुरस्कार जीत सकती है और हॉलिवुड भारत की उस पुरानी तस्वीर पर मुहर लगा सकता है कि आर्थिक रूप से प्रगतिशील यह देश असल में हाथी, सपेरे और स्लमडॉग का देश है। आइए, हॉलिवुड के साथ मिलकर हम सभी इस गरीबी के जश्न में शामिल हो जाएं।

संकट से जूझता अमेरिकी समाज

अपना मकान, गाड़ी और एक नौकरी- अमेरिका के लोगों के ये तीन सपने आज संकट में हैं। एक जमाना था जब अमेरिका में अमीरों की पहचान इस बात से होती थी कि उनके पास कितनी मोटर गाड़ियां हैं। सन १९७० के दशक में सिर्फ छह प्रतिशत अमेरिकी परिवारों के पास तीन या उससे अधिक कारें थी जबकि सन्‌ २००० तक तीन से अधिक गाड़ियां रखने वाले परिवारों का प्रतिशत १८ तक पहुंच गया। एक सरकारी आंकड़े के अनुसार अमेरिका में लाइसेंस प्राप्त ड्राइवर की संख्या होगी कुल २०।२० करोड़, जबकि यहां की सड़कों पर चलने वाली गाड़ियों की संख्या २४।४० करोड़ है।

जैसे-जैसे अमेरिकी अर्थव्यवस्था में आसान किस्तों पर कार खरीदने का चलन बढ़ने लगा, एक औसत मध्यम वर्ग परिवार की कार पर निर्भरता भी बढ़ने लगी। पति-पत्नी की अपनी-अपनी कार होना आम बात हो गई, ऊपर से सामान ढोने के लिए एक पिक-अप ट्रक और अगर परिवार में बच्चे हैं तो एक मिनी वैन से जिंदगी थोड़ी आरामदेह लगने लगी। दशकों तक अमेरिका में एक गैलन पेट्रोल की कीमत कोका कोला की कीमत से अधिक नहीं थी जिससे अमेरिकियों का अधिकांश समय उनकी गाड़ियों में बीतने लगा। गाड़ियों में मनचाही जगहों का सफर जीवन शैली का एक अंग बन गया।

साल २००८ के दौरान अमेरिका में आर्थिक तंगी की आंधी आई, उसने अमेरिकी मध्यम वर्ग की जीवन शैली में उथल-पुथल ला दी । कठोर मेहनत से अपने सपने साकार करने वाला अमेरिकी मध्यम वर्ग अब उससे बचने लगा है। ज्यादा गाड़ी रखना अमीरी की पहचान नहीं, गरीबी को आमंत्रण साबित हो रहा है। नए मॉडल की कार चलाने के शौकीन अमेरिकी अब सस्ती और टिकाऊ कार खरीदकर ज्यादा दिनों तक चलाना चाहते हैं। हर दूसरे-तीसरे साल नए मॉडल बदलने की संस्कृति अब आर्थिक संकट पर कुर्बान हो चुकी है। लाखों की संख्या में बेरोजगार हो रहे लोगों के सामने आमदनी के नए रास्ते ढूंढ़ना गाड़ियां खरीदने से ज्यादा जरूरी हो गया।

अमेरिका की तीन बड़ी कार उत्पादक कंपनियां जीएम, फोर्ड और चर्सलर के मॉडल शो रूम बैठे रहे ग्राहकों के इंतजार में। अमेरिकी रहन-सहन को परिभाषित करने वाली यह तीन कार उत्पादक कंपनियां आर्थिक मंदी की चपेट में ऐसी आई कि बुश सरकार को उनकी राहत के लिए १४ अरब डॉलर का कर्ज मंजूर करना पड़ा। कहा जाने लगा कि यदि फोर्ड, चर्सलर और जीएम को बचाया नहीं गया तो यह कंपनियां दिवालिया हो जाएंगी जिसके कारण कार उद्योग से जुड़े विक्रेता और सर्विस एजेंसियां भी बंद हो जाएंगी। करोड़ों लोगों की बेरोजगारी की भयावह तस्वीर से डर कर नवनिर्वाचित राष्ट्रपति ओबामा ने भी बुश की आर्थिक सहायता योजना का समर्थन किया।

न्यूजर्सी के सैकड़ों एकड़ क्षेत्र में फैली "जर्सी गार्डन" नामक शॉपिंग मॉल में गाड़ियों की भीड़ से ट्रेफिक जाम दिखता है। इसका यह अर्थ नहीं की जनता खूब खरीदारी कर रही है। खर्च करने के लिए सैकड़ों डिजाइनर शॉप और डिस्काउंट स्टोर्स के भारी "जर्से गार्डन" में गाड़ियों की भरमार अमेरिकी की अमीरी की नहीं उसकी गरीबी की पहचान बन रही है। जैसे ही हम मॉल में घुसते हैं, लोगों की भीड़ उन दुकानों में दिखती है जहां डिस्काउंट रेट पर कपड़े या जरूरी उपयोग की चीजें बिकती हैं।

सस्ते दाम पर दैनिक उपयोग की चीजें बेचने वाली दुकानों में आधे दाम पर सामान मिलने लगा है। अपनी पुरानी गाड़ी में बैठकर मॉल तक पहुंचे गरीब लोगों की भीड़ इन्हीं दुकानों में ज्यादा दिख रही है। कुछ दुकानों ने सभी नए ग्राहकों को दस डालर के कूपन देना शुरू किया ताकि ग्राहक अपनी मर्जी के सामान सस्ते में खरीद सकें।

दिवालिया होने से बचने के ढेरों किस्म के तरीके दुकानदार अपना रहे हैं। ग्राहकों को आकर्षित करने के लिए कुछ दुकानों ने "एक के साथ एक मुफ्त" यानि "एक खरीदो, दूसरा मुफ्त पाओ" का अभियान चला रखा है। इन दुकानों की तरह कैलीफोर्निया के एक कार डीलर ने कार की बिक्री बढ़ाने के लिए, "एक कार खरीदो, दूसरी मुफ्त पाओ" जैसे मार्केटिंग अभियान का सहारा लिया।

पैसा बचाने की कोशिश में लोग महंगे रेस्टोरेंट में जाने से कतराने लगे हैं। सस्ते भोजन की तलाश में एमसी डोनाल्ड जैसे फास्ट फूड रेस्टोरेंट में जाना बेहतर समझते हैं। यह रेस्टोरेंट अमेरिका की उन सौभाग्यशाली कंपनियों में हैं जिनका कारोबार मुनाफे के साथ चल रहा है।

गरीबी बेतहाशा बढ़ रही है। अकेले २००८ साल में ही करीब २५ लाख लोग बेरोजगार हो चुके हैं। नव निर्वाचित राष्ट्रपति बराक ओबामा ने तेजी से बढ़ती बेरोजगारी की समस्या से निपटने के लिए जन-प्रतिनिधियों को आगाह किया है कि वे करीब ८०० अरब डॉलर की योजना को जल्दी मंजूरी दें। इस राशि का लगभग आधा हिस्सा नई नौकरियों के लिए खर्च किया जाएगा। ओबामा नई नौकरियां देने वाले बिजनेस और उद्योगों को टैक्स राहत देना चाहते हैं तथा आम नागरिकों को कुछ टैक्स राशि वापस देने की पेशकश कर रहे हैं। स्कूलों की मरम्मत और दूसरे विकास कार्यों के लिए भी भारी धनराशि खर्च करने की योजना है।

फिलहाल अमेरिकी जनता उन दिनों की याद कर रही है जब सन १९२० के बाद भारी मंदी आई थी। न्यूयार्क शहर में लोग ठंड से बचने के लिए अपने जूतों में कागज ठूंस लेते थे। अपने घरों में लकड़ी जलाने को विवश लोग गैस चूल्हे का खर्च सहन करने में असमर्थ थे। डर यह है कि कहीं फिर से वही बुरे दिन लौटकर न आएं। वरना बड़ी मेहनत से बनाए सपने टूट कर बिखरते नजर आएंगे।(लेखक वरिष्ठ पत्रकार हैं और अमेरिका में हैं)

(I felt so strongly about the movie 'Slumdog Millionaire' that cleverly plays with the harsh life in slums. There is nothing wrong with displaying the inhuman situation but I think a filmmaker has a duty to provide insights into social issues, not just look at poverty as if it was a tourist destination, as Danny Boyle does in 'Slumdog..'. Mumbai has captured a special place in the hearts and minds of people in the West, especially America. In November 2008, they watched nonstop coverage of some magnificent structures of Mumbai being attacked by terrorists for three nights and three days. For the last several years newspaper readers and television viewers have been bombarded with stories about India's economic growth. More recently Western people were rather taken for a surprise at the lover affair between the outgoing US President George W. Bush and India, an impoverished country turned into an important alliance in the war on terror. Bush rewarded India by pushing a nuclear treaty.

For decades India was better know for its elephants, cows, mystics and snake charmers who roamed the street of its cities. Not long after November 26, when India's most famous city Mumbai was targeted by terrorists, a dazzling movie, 'Slumdog Millionaire' was released in USA. Shot almost entirely on location in stinking slums of Mumbai, the film successfully caught the attention of middle class intellectuals and critics alike who were otherwise busy finding ways to deal with a sinking economy, unemployment and financial scandals. 'Slumdog Millionaire' won four Golden Globe awards for best dramatic film, screenplay, and musical score.

Based on a book by Vikas Swarup the movie traces the life of slum kid who, conquering all odds against him, grows to appear in a popular game show designed after the American TV show 'Who Wants to be a Millionaire?' The protagonist Jamal, though not an example of brilliance in spite of his poverty and misery, answers all questions in the quiz show to become a winner after the whole country throws its moral support behind him.

The movies brilliantly captured the cruel life of the downtrodden in urban India. It successfully creates sympathy for slum dwellers who were otherwise grossly neglected in a society where middle class tremendously prospered after the country adopted a free market economy in the Nineties. The economic miracle of India, however, has not reached the bottom of the society as reflected in the struggle of slum dwellers in the movie.

It is not difficult to notice the reason behind accolades and laurel won by 'Slumdog' in the West. This is not the first time films based on poverty were loved by the Western audiences who are used to identify India with poverty and cows. In the Sixties and Seventies Satyajit Ray's classics, such as, 'Apur Sansar' won accolades in European film festival circuits while Indian commercial cinema that always portrayed the victory of poverty over wealth, honesty over crookedness in its own crude formulas, vehemently protested against the attitudes of critics to ridicule them for being escapists. However, even Satyjit Roy's artistic portrayal of rural India was never recognized by the Oscars or Golden Globes of Hollywood until his final days. An Oscar was awarded to Ray for his lifetime achievement that he accepted from his hospital bed.

'Slumdog' is a poor and rough treatment of poverty. It looks at the harsh and cruel life in slums without any feelings. An emotionless treatment on screen appears to be selling the wretchedness of poor to the Western mindset so that the audience got some fun sitting in a theater. Unlike Satyajit Ray or Shyam Benegal of India or even Fellini of Italy, the movie never desires to look at the reasons behind those who have been left behind in a country that sat conveniently in the political and economic framework of US policies.

The British filmmaker Danny Boyle who is known for his talent to bring laughter amidst tragedy, celebrates the success of his movie that sells poverty and misery to entertain the West, even though it was made by a majority of its Indian case and crew, whose characters speak Hindi and dance at the tune of celebrated Indian music director A. R. Rahman.

अमेरिका में रहने वाले हर व्यक्ति के पास ड्राइविंग लाइसंस होना निहायत जरूरी है। अगर आपके पास ड्राइविंग लाइसंस नहीं है, तो आप न तो नौकरी के लिए अप्लाई कर सकते हैं ना ही बैंक में अकाउंट खोल सकते हैं। ड्राइविंग लाइसंस के बिना हवाई यात्रा और लंबी दूरियों की ट्रेनों में सफर करना भी मुश्किल है। दूसरी तरफ अमेरिका के होमलैंड सिक्यूरिटी विभाग के लिए, जिसकी स्थापना 9/11 के बाद हुई थी, ड्राइविंग लाइसंस एक ऐसा माध्यम है जिससे देश में गैरकानूनी तौर पर रहने वालों की खोजबीन की जा सकती है। वहां पुराने या नकली ड्राइविंग लाइसेंस दिखाने पर कई लोगों को हवाई यात्रा से प्रतिबंधित किया जा चुका है। नकली ड्राइविंग लाइसेंस धारक को पहले जेल भेजा जाता है, बाकी कार्रवाई बाद में होती है। होमलैंड सिक्युरिटी डिपार्टमंट ने ड्राइविंग लाइसंस जारी करने या पुराने लाइसंस का नवीनीकरण के नियमों को इतना सख्त कर दिया है कि अब कम से कम पांच सबूत या पहचान पेश करने के बाद ही लाइसंस दिया जा सकता है। होमलैंड सिक्यूरिटी विभाग के तहत अप्रवास विभाग और न्याय विभाग भी शामिल किए गए हैं, ताकि एक ही छत के नीचे हर तरह के आप्रवासी मामलों की सुनवाई की जा सके अथवा गैरकानूनी ढंग से रहने वालों का पता लगाया जा सके। यह विभाग आंतरिक सुरक्षा के लिए नियमित रूप से तौर तरीके बनाता है, जिनमें ट्रेन स्टेशन पर सामान्य नागरिक का बैग चेक करने से लेकर भीड़भाड़ वाले इलाकों में न्यूक्लियर हथियारों तक का पता लगाने के लिए आधुनिक उपकरणों की स्थापना करना भी शामिल है। आतंकवाद के खिलाफ अमेरिका की तैयारी इस हद तक है कि देश की हवाई सीमा का उल्लंघन करने वाले किसी भी विमान को वहां के लड़ाकू जेट पांच मिनट के भीतर घेर सकते हैं और निर्देशों का पालन न करने पर उसे मार गिरा सकते हैं। मुंबई में आतंकी हमलों और आतंकवादियों के नापाक इरादों को देखते हुए क्या यह जरूरी नहीं हो जाता कि भारत में रहने वाले हर नागरिक की पहचान सुनिश्चित की जाए? भारत की आंतरिक सुरक्षा पर नजर डालें तो साफ होगा कि इतने बडे़ देश में कहां कौन रहता है- इसकी खबर पाना मुश्किल काम है। पर अगर जनगणना के दौरान एक-एक हिंदुस्तानी की गिनती की जा सकती है, तो सुरक्षा एजंसी अपने नागरिकों की पहचान क्यों नहीं कर सकती? क्या इससे इनकार किया जा सकता है कि बडे़ शहरों में हवाई हमलों और सूटकेस बमों जैसे हथियारों की मौजूदगी का तुरंत पता लगाने की व्यवस्था बननी चाहिए? भारत-पाक में युद्ध की आशंका सचमुच भयावह है, क्योंकि ऐसा युद्ध आसानी से न्यूक्लियर युद्ध में बदल सकता है, जिसमें लाखों लोग बेमौत मारे जा सकते हैं। लेकिन जरा सोचें कि जो आतंकवादी मुंबई रेलवे स्टेशन पर आधे घंटे तक निहत्थे लोगों को गोलियों से भून सकते हैं, अगर उन आतंकियों के हाथ न्यूक्लियर हथियार लग जाएं, तो क्या होगा? क्या ऐसी स्थिति में वे न्यूक्लियर हथियार लेकर भारत की सीमा में घुसने से बाज आएंगे? साल 1999 में इंडियन एयरलाइंस के विमान अपहरण के दस साल बाद भी आतंकवादियों की मांग स्वीकार करते हुए उन्हें जेल से रिहा करने की कीमत भारत को मुंबई हमले के रूप में चुकानी पड़ी। मुंबई पर हमले के बाद भारत के राजनेताओं को सिर्फ कानून बनाकर चुप नहीं बैठ जाना चाहिए, बल्कि उन्हें आंतरिक सुरक्षा के लिए ठोस काम करना होगा। पर हमें आतंकवाद से जंग के एक और पहलू पर गौर करना चाहिए। 9/11 के दौरान जिस विमान को आतंकी वाइट हाउस से टकराना चाहते थे, वह पेंसिलवेनिया के जंगल में इस कारण ध्वस्त हुआ, क्योंकि उसके यात्री आतंकियों से जूझ पडे़ और विमान को वॉशिंगटन नहीं पहुंचने दिया। भारत एक ऐसे आतंकवाद से लड़ रहा है, जिसे एक पड़ोसी देश की सेना का समर्थन प्राप्त है। इसका सीधा अर्थ है कि देश को बाहरी और आंतरिक, दोनों मोर्चों पर उससे निर्णायक लड़ाई लड़नी है। पर साथ ही भारत के लोगों को यह तथ्य स्वीकार करना होगा कि आतंकवाद कहीं भी आक्रमण कर सकता है, इसलिए नागरिकों को ऐसे हमले से बचने के लिए एक जागरूक सैनिक की तरह चौकस रहना होगा। भारत की तरह इस्राइल के आम नागरिक भी लंबे समय से आतंकी हमले के शिकार रहे हैं। 1972 में इस्राइल की ओलिंपिक टीम पर मुंबई की तर्ज पर हमला करके खिलाडि़यों को बंधक बनाया गया था। इस्राइल के समुद्री किनारों पर कई बार आतंकी हमलों में आम नागरिकों की जान गई है। 1979 में आतंकी गुट इस्राइल के विमान का अपहरण कर उसे युगांडा ले गए तो इस्राइल के कमांडो ने उसे उनके कब्जे से छुड़ा लिया। इस घटना के बाद इस्राइल ने हवाई सुरक्षा में एक मिसाल कायम की है। वहां के हवाई अड्डे दुनिया के सभी हवाई अड्डों में सबसे ज्यादा सुरक्षित माने जाते हैं। ऐसी स्थिति में, जब भारत- पाक सीमा पर युद्ध जैसे हालात हों, भारत को अपनी आंतरिक सुरक्षा मजबूत करने के लिए तेजी से कदम उठाने चाहिए। इस मामले में उसे इस्राइल और अमेरिका से बहुत कुछ सीखना है। बेशक, इस्राइल और अमेरिका- दोनों देशों में आंतरिक निगरानी के तौर तरीकों की आलोचना हुई है। इस्राइल की फलस्तीन नीति का विरोध बहुत से इस्राइली नागरिक भी करते हैं। इस्राइल अपनी नीतियों के कारण अंतरराष्ट्रीय समुदाय में अलग-थलग भी है। उधर, अमेरिका में कई निर्दोष लोगों को जेल में डाल दिया गया। इन सब गलतियों के बावजूद अमेरिकी कांग्रेस ने सरकार को यह अधिकार दे रखा कि वह किसी भी संदिग्ध नागरिक को जांच के दायरे में ला सकती है। भारत की सुरक्षा एजंसियों पर भी कश्मीर में मानवाधिकारों के उल्लंघन के आरोप लगे हैं। पर भारत की लोकतांत्रिक व्यवस्था और ह्यूमन राइट्स के प्रति उसकी उदार दृष्टि और उसकी जागरूक न्याय व्यवस्था यह सुनिश्चित कर सकती है कि सुरक्षा एजंसियों की ज्यादतियों पर नियंत्रण रखा जा सके। जिस तरह कश्मीर में आतंकी हमलों पर काफी हद तक नियंत्रण करने का श्रेय भारत के सुरक्षाबलों को दिया जा सकता है, उसी तरह सक्षम एजंसियों को यह जिम्मेदारी भी सौंपनी चाहिए कि वे सीमावर्ती इलाकों में घुसपैठियों पर काबू पा सकें।

हाल ही में अमेरिका के इलिनोइस प्रदेश और भारत के उत्तर प्रदेश में दो ऐसी घटनाएं घटीं जो दोनों देशों की लोकतांत्रिक व्यवस्था का असली चेहरा सामने लाती हैं। गत माह अमेरिका की जांच एजेंसी एफबीआई ने इलिनोइस के गवर्नर राड ब्लागोजेविच को इस आशंका पर गिरफ्तार किया कि ब्लागोजेविच अमेरिकी सीनेट का उम्मीदवार नियुक्त करने के बदले लाखों डॉलर वसूलने वाले थे।राष्ट्रपति पद के चुनाव में उम्मीदवार बनने के पहले बराक ओबामा इलिनोइस प्रदेश के शिकागो शहर से अमेरिकी सीनेट के सदस्य चुने गए थे। राष्ट्रपति पद के चुनाव में विजयी होने के बाद उन्हें सीनेट का पद छोड़ना पड़ा। इस खाली हुई सीनेट सीट पर नया उम्मीदवार चुनने की जिम्मेदारी इलिनोइस प्रदेश के गवर्नर राड ब्लागोजेविच की थी जिसकी भ्रष्ट आदतों से अमेरिका की जांच एजेंसी एफबीआई भलीभांति परिचित थी। नवनिर्वाचित राष्ट्रपति ओबामा की सीनेट सीट खाली हुई तो गवर्नर को फोन पर यह कहते सुना गया कि "इस सीट को मैं मुफ्त में नहीं जाने दूंगा।" गवर्नर ब्लागोजेविच को सीनेट की सीट को नीलाम करने के आरोप में एफबीआई ने उन्हें सुबह-सवेरे उनके घर जाकर गिरफ्तार किया। अब भारत का एक वाकया देखें। उत्तर प्रदेश में एक सरकारी कर्मचारी, पीडब्ल्यूडी विभाग के इंजीनियर, की हत्या के आरोप में मुख्यमंत्री मायावती की पार्टी के एक विधायक को गिरफ्तार किया गया। मायावती वह नेता हैं जो लोगों से खुलेआम चंदा मांगती हैं अपने जन्मदिन के लिए। भारत के सबसे बड़े प्रदेश में अगर पीडब्ल्यूडी विभाग के इंजीनियर ने सत्तारूढ़ दल के मुख्यमंत्री के जन्मदिन पर ५० लाख रुपए की रकम चंदे में दी होती तो उसकी मौत न होती, न ही भ्रष्टाचार की यह खबर सामने आती।अमेरिका के लोकतंत्र और भारत की लोकतांत्रिक व्यवस्था में फर्क शायद यह भी है कि भ्रष्टाचार के प्रति दोनों देशों का प्रशासन अलग-अलग रास्ते अपनाता है। इलिनोइस प्रदेश के गवर्नर राड ब्लागोजेविच डेमोके्रटिक पार्टी के उभरते सितारे के रूप में जाने जाते थे। शिकागो शहर में ब्लागोजविच के भ्रष्ट तरीके काफी दिनों तक छुप न सके। उनके नवीनतम कारनामे उनका राजनीतिक जीवन ठप्प करने के लिए काफी हैं। इलिनोइस की विधायिका ब्लागोजेविच के खिलाफ महाभियोग (इंपीचमेंट) लाने वाली है।भारतीय संविधान में भी राजनेताओं की जांच की व्यवस्था है। यहां बिहार के चारा घोटाला की याद आती है जिसमें सीबीआई ने बिहार के पूर्व मुख्यमंत्री लालू प्रसाद यादव को मुख्य आरोपी करार दिया था। कई बार जेल की हवा खाने के बावजूद लालू आज भारत सरकार में एक वरिष्ठ मंत्री हैं। एक सुलझे हुए लोकतंत्र में इसकी गुंजाइश नहीं होती। भारत में यदि लोकतंत्र की जड़ें गहरी करनी हैं तो सरकारी अधिकारियों में संविधान के प्रति निष्ठा पैदा की जाए, सत्तारूढ़ दलों के प्रति नहीं।

A conversation with Prakash Jha

A couple of months ago, noted filmmaker Prakash Jha visited New Jersey in connection with fund raising for his activities in flood affected areas of Bihar. He was a judge at the local beauty pedeant organized by Dharmatma Saran. Some physicians of New Jersey including the Edison Councilman Sudhanshu Prasad contributed towards the fund raising efforts that was aimed at contributing to 'Punarwaas', an organization set up by Jha.

Jha is a native of Bihar whose films, 'Damul', 'Mrityudand', 'Gangajal' and 'Apaharan', were all based on social issues of Bihar. A few years ago his involvement with his native land took a new dimension when he launched infrastructure development projects at a number of locations in Bihar.

I met him over lunch at a restaurant in Edison, NJ where I found Jha very comfortable with wine and mozzarella dishes. He demonstrated a mature understanding of the social and political situation of his native state, Bihar. He spoke about his industrial ventures as well as his rehabilitation projects.

I asked Jha why he was in USA. He said, "I am visiting USA to connect with people who could help in developing infrastructure for Bihar. Almost 30 percent of the population of Bihar, able bodied laborers and professionals, are working outside of the state because there are no opportunities available in the state. There is not a single industry in the state. I would like to reverse the trend of migration of the people of Bihar. I seek help from successful people settled in this country. "

What makes you think that progress and success is possible in a lawless state like Bihar?

Jha: If people of Bihar could succeed outside of Bihar, there is no reason why they can't do the same in their home state. The state has suffered due to incompetency of its leaders. Bihar produced very good politicians but not one who cared for its development-not even a rice mill was promoted by its leaders.

Thanks to Lallo Prasad Yadav's leadership, a sense of social equity was developed among the lower strata of people who have been oppressed since centuries. Lallo inspired the downtrodden to realize their potential but he, like other leaders, redeemed their trust to build his vote bank. He wasted his unchallenged leadership and ignored to set up industries or educational institutions. We never had a leader, such as Sharad Pawar, who founded cooperatives and educational institutions in Maharashtra.

Can you provide a blueprint of how you are involved in development of Bihar?

Jha: For the last five years I have been seriously engaged in development of Bihar. I have promoted a company called Maurya Sugar that is developing sugar factories in seventeen locations around the state. Another company promoted by me, P&M Infrastructure, is involved in developing multiplexes and agro-based industries. Both companies have a market valuation of more than three hundred crores rupees. I am working to develop successful industrial ventures so that examples are set for attracting investors and entrepreneurs. I want to convince people that Bihar is not a barren place. It is a place where new enterprises can succeed. In order to make this happen, entrepreneurs born in Bihar should return to their native place and engage in development and profit making.

Many good filmmakers don't see profit making as the goal of their work. On the contrary, they consider the objective of profiteering from films as an obstruction in quality filmmaking.

Jha: I don't see a conflict between a good film and a financially successful film. When I produced 'Mrityudand', I had to cope with a budget of Rs. 70 lakhs. I had to design a project that could attract crowd at box office. I had to incorporate songs and dance but the basic structure of the movie was not changed. It was focused to make a statement and leave imprints on the mind of viewers.

After the success of 'Mrityudand', I made even bigger films, 'Gangajal', and then 'Apaharan'. I am not shy of profit making. A filmmaker aims at making a movie that should be seen by as many people as possible.

How is your charitable organization doing?

Jha: Three months after the floods inundated parts of Bihar, my organization, 'Punarwaas', is working to help more than five thousand people who had no place to go. While other relief organizations have folded up we are expanding our activities. We are trying to help the flood victims find resources to support their families. I am grateful to Indians residing in the US for inviting me and supporting 'Punarwaas'. Earlier I visited California where settlers from Bihar raised funds for the organization. We are truly energized by this grand gesture on part of our brothers and sisters in USA.

Political Corruption in India and the USA

On the first day of 2009 what haunts me most is the corrupt atmosphere in which we live in. I read about the murder of a government servant in Uttar Pradesh whose only fault was his failure to contribute to the Chief Minister's Birthday fund. The suspected killer was none other than a lagislature of the ruling party headed by Mayawati, the lady who symbolizes the rise of the oppressed class in India.

What we miss in newspapers is the way government officers and political leaders help each other in raising funds for puposes not related with administration. And when the relations between them go wrong crime stories make headlines. What has gone wrong in the half a century long democratic journey of the Indian society?

More than a decade ago, another icon of the Indian lower class, Laloo Prasad Jadav, now a senior minister in the central government, was charged with financial wrong doings. The courts never found enough evidence to convict him. Prakash Jha, a filmmaker-cum-social activist-cum-industrialist of Bihar, would credit Jadav for uplifting the morale and self-esteem of the oppressed class in Bihar. However, I feel that the prospect of social change in the traditionally backward region of India didn't really proceed in the right direction. Somewhere down the line, the process of change was hijacked by forces of vested-interest and greed of the leaders.

It is for social scientists to analyse and tell us if the democracy in India failed to strengthen the democratic institutions that were prohibited by the electoral system to perform its duty in order to carry forward the desired objectives of the Indian constitution?

We must look at the nature of judicial forces at work in America that boasts of a fully developed system to curb incidents of corruption, ethical and moral wrongdoings by public personalities. The Governor of Illinois, Blagojevich is under investigation by FBI for allegedly trying to auction the Senate seat vacated by the resignation of President-elect Barack Obama. Blagojevich is now an untouchable in the Democratic party, even if he has moved forward to appoint Roland Burris to the Senate seat. I think United States has a system in place where investigative agencies enjoy a free hand when it comes to probe public figures.

It is important to note the case of sexual harassment filed by a former secretary working in the New York city government against the Department for the aging Commissioner, who recently resigned. It reflects that justice is not easy to achieve. The former secretary, Auritela Santos, according to a news report published in the New York Times, who worked for the commissioner Mendez-Santiago, said in her lawsuit that he harassed her with sexual remarks and that he had sex with subordinates in his office while she was sitting at her desk nearby.

This story had gone unnoticed except that the lawsuit has been settled by NY City for a sum of $2,50,000 but the wrongdoings were denied by the officer. The news report itself was tucked in the inside pages of the paper.

It is fair to say that in spite of the powerful enforcing agencies and options available to victims of abuse or discrimination, not all such instances see the daylight in America. It is fair to say that most cases of daily discrimination in the Indian society fail to attract public attention or grab headlines in the vibrant news media of India.

आ सकता है कश्मीर समस्या का हल

लगभग एक दशक पहले मुंबई के भारतीय विद्या भवन में कांग्रेस के नेता मुरली देवड़ा (वर्तमान पट्रोलियम मंत्री) की पहल पर एक आमसभा आयोजित की गई थी , जिसमें मुख्य वक्ता के रूप में अमेरिका के पूर्व विदेश सचिव और वर्तमान युद्धों के आर्किटेक्ट हेनरी किसिंजर मौजूद थे। सभा में किसिंजर से पूछा गया कि कश्मीर समस्या का हल निकालने में अमेरिका भारत का साथ क्यों नहीं देता ? किसिंजर ने दो टूक लहजे में जवाब दिया था- कश्मीर मामले में अगर भारत अमेरिका से सहयोग की उम्मीद करेगा , तो उसे अमेरिकी समाधान के लिए तैयार रहना चाहिए। किसिंजर का परोक्ष रूप से इशारा यह था कि भारत को अपनी समस्याएं खुद सुलझानी चाहिए। मुंबई में आतंकी हमलों के बाद कूटनीतिक गतिविधियां जितनी तेजी से आगे बढ़ी हैं , उनसे ऐसा लगता है जैसे अमेरिका इस हमले को अपने ऊपर हुआ हमला मान रहा है। पूरे घटनाक्रम में मुखिया की भूमिका अख्तियार करते हुए अमेरिका भारत की ओर से पाकिस्तान पर दबाव डालने में कोई कमी नहीं छोड़ रहा। काबुल के भारतीय दूतावास पर बम विस्फोट की घटना में पाकिस्तानी खुफिया एजेंसी आईएसआई का हाथ होने की बात अमेरिका ने भारत की तुलना में ज्यादा जोर देकर की। मुंबई में आतंकी हमलों के बाद अमेरिका की विदेश सचिव कोंडोलीजा राइस ने भारत का दौरा करने में ज्यादा देरी नहीं की। यहां तक कि एफबीआई की टीम भी पकडे़ गए आतंकवादी से पूछताछ के लिए मुंबई आ गई। यहां सोचने की बात यह है कि अमेरिका की दिलचस्पी किस हद तक भारत के हितों की रक्षा करने में हैं। यह आकस्मिक नहीं है कि अमेरिका के नवनिर्वाचित राष्ट्रपति बराक ओबामा की डेमॉक्रेटिक पार्टी के नेताओं द्वारा भारत को युद्ध न छेड़ने की नसीहतें दी जा रही हैं। पिछले कुछ दिनों से न्यू यॉर्क और न्यू जर्सी में मुंबई के आतंकी हमलों के प्रति आक्रोश प्रकट करने के लिए अनेक सभाएं आयोजित की गई , जिनमें जानेमाने डेमॉक्रेट्स भी संवेदना व्यक्त करने आए। लगभग सभी नेताओं ने आश्चर्य व्यक्त किया कि गांधी के देश में यह कैसी हिंसात्मक घटनाएं हो रही हैं। जैसे कि भारत में आतंकियों ने पहली बार हमला किया हो। न्यू जर्सी के गवर्नर जॉन कौरजिन ने जोर देकर कहा कि भारत को युद्ध का रास्ता नहीं अपनाते हुए पाकिस्तान के साथ बातचीत से समस्या सुलझानी चाहिए। भारतीय समुदाय में लोकप्रिय डेमॉक्रेट न्यू जर्सी के सीनियर कांग्रेसमन फैंक पालोन कई सभाओं में एक ही राग अलापते रहे कि मुंबई में हुए टेररिस्ट अटैक को बहाना बनाकर युद्ध नहीं किया जाना चाहिए। पालोन जैसे अमेरिकी नेताओं को संतोष होना चाहिए कि मुंबई की जानलेवा घटनाओं के बाद भारत सचमुच हाथ पर हाथ धरे बैठा है और अमेरिकी निर्देशों का इंतजार कर रहा है।
अमेरिका इस बात से भलीभांति अवगत है कि अफगानिस्तान में नाटो और अमेरिकी सेनाओं के विरुद्ध तालिबान और अल कायदा को समर्थन देने में पाकिस्तान के आतंकी तत्व शामिल हैं , जिन्हें आईएसआई ने पाल-पोस कर बड़ा किया है। अमेरिका के नवनिर्वाचित राष्ट्रपति ओबामा जनवरी 2009 में जब अपना कार्यभार संभालेंगे , तब उनके सामने पाक-अफगान सीमा पर तालिबान और अल कायदा के खिलाफ कार्रवाई करने की सबसे बड़ी चुनौती होगी। ओबामा कह चुके हैं कि वे पाकिस्तान की सीमा में घुसकर अल कायदा और तालिबान पर हमले करने की नीति अमल में लाएंगे। ओबामा पाकिस्तान में और अमेरिकी सैनिक भेजने के लिए वचनबद्ध हैं। लेकिन उन्हें पाकिस्तानी सेना के सक्रिय सहयोग की सख्त जरूरत होगी , क्योंकि अमेरिकी जनता इराक के बाद अब पाकिस्तान में अमेरिकी सैनिकों की ज्यादा संख्या में मौत बर्दाश्त नहीं कर सकती। पाकिस्तानी सेना प्रमुख उस दिन की प्रतीक्षा कर रहे हैं , जब अमेरिका उनसे अनुरोध करेगा कि वे पश्चिमी सीमा पर पाकिस्तानी सैनिकों की संख्या में बढ़ोतरी करें। तब पाकिस्तानी जनरल भारत के साथ तनाव का तर्क देकर अपने सैनिकों को पश्चिम से हटा कर पूर्व की तरफ ले जाने की धमकी दे देंगे। अंतत: अफगानिस्तान की सीमा पर अपने सैनिकों को भेजने की कीमत पाकिस्तान अमेरिका से जरूर मांगेगा। निश्चय ही यह कीमत होगी कश्मीर समस्या के ऐसे हल की , जो पाकिस्तान को कबूल हो। इससे परिस्थिति की मांग कह लें या भारतीय कूटनीति का कमजोरी कि काबुल में अपने दूतावास और मुंबई में आतंकी हमलों के बाद भारत मानो यह स्वीकार करने लगा है कि आतंकियों से लड़ने के लिए अमेरिका से हरी झंडी मिलना जरूरी है। निश्चय ही अमेरिका आतंकवाद के खिलाफ अपनी लड़ाई में भारत को अपना निकट सहयोगी मानता है। अमेरिका यह भी जानता है कि भारत और पाकिस्तान , दोनों की लगाम कैसे पकड़नी चाहिए। वह किसी कीमत पर आतंकवाद के खिलाफ अपनी लड़ाई को भारत-पाक युद्ध के साये में नहीं लड़ना चाहता। इसलिए अमेरिकी प्रशासन को यह स्वीकार करने में ज्यादा देर नहीं लगने वाली है कि भारत पाकिस्तान के बीच समस्याओं की असली जड़ तो कश्मीर है। हालांकि ओबामा ने अपने चुनावी अभियान के दौरान कश्मीर पर उंगली नहीं उठाई , लेकिन डेमॉक्रेटिक पार्टी के दूसरे सीनियर नेताओं ने यह कहना शुरू कर दिया है कि भारत-पाक के बीच विवाद का असली मुद्दा कश्मीर है , जिसका हल निकालना ओबामा प्रशासन के लिए जरूरी होगा। कॉर्टर प्रशासन में अमेरिका के सुरक्षा सलाहकार रह चुके बुजुर्ग जेड. ब्रेजेन्स्की के दिन फिर लौटने वाले हैं। ब्रेजेन्स्की ओबामा के भी सलाहकार माने जाते हैं। पिछले दिनों उन्होंने एक इंटरव्यू में साफ कहा है कि अगर ओबामा प्रशासन को भारत-पाक के बीच पुराने मुद्दों को सुलझाना पड़ा , तो इन पुराने मुद्दों में कश्मीर सबसे ऊपर आता है। इस समस्या का हल निकालने से ही दोनों देशों के बीच शांति कायम हो सकती है। यह स्वाभाविक ही है कि बराक ओबामा की विदेश सचिव हिलेरी क्लिंटन और सुरक्षा सलाहकार ब्रेजेन्स्की -इनमें से हर कोई पहले अमेरिकी हितों की रक्षा की बात सोचेगा , बाद में भारतीय हितों की। कश्मीर समस्या का हल ढूंढते समय वे यह नहीं सोचेंगे कि कौन सा हल भारत को पसंद आएगा , बल्कि तय करेंगे कि कौन सा हल अमेरिकी हितों के लिए ज्यादा मुफीद होगा। भारत को कश्मीर के अमेरिकी हल के लिए तैयार हो जाना चाहिए।

Trapped in a sandbag

When I called Nagarji this morning, he was traveling back home from his office in New Delhi. I could imagine he was sitting on the back seat of his car that was driven by his chauffeur. His cell phone rang and he answered with a deep affectionate voice. I felt a sense of joy in his tone.
I asked him if there was anything I could do for him. Nagarji replied that he would let me know if he needed anything from 'a friend who lives in America'. I sensed a touch of sarcasm in his tone that I have always enjoyed while chatting with him.
I went on explaining to him how it felt living in America, the country that was experiencing the worst economic crisis in history. Paul Krugman has advised the president-elect Obama to run a large government efficiently as did Franklin Roosevelt during the New Deal period of the great depression of 1930s. Those, who live in America today, have to get ready to embrace the atmosphere of the 30s. What a way to experience history!
After sharing our thoughts for a few minutes I told Nagarji that a fairly well-to-do middle class citizen of India, when moved to America for a living, may feel like belonging to the low income earning class in America-burdened with debt of mortgages and credit cards. How the pockets of Americans are emptied today, while those living in Asia was filling up. Nagarji, authenticated my thoughts in his well-crafted style saying that it was in the nature of American capitalism that trapped everyone in a sandbag of debt. I think we live in an illusion that the sand bag is our security trap!
